REGULAR MEETING OF THE BOARD OF DIRECTORS, APRIL 24, 2024 6:00 PM
Members Present: Joe Fazzari, Bob Gumm, Dave Naff, Kim Gallo, Brie Zier, Eva McKeraghan, Student

1. Opening Items
1.01 Call to Order
President Fazzari called the meeting to order at 6:00 PM at the Colville School District Office.

Agenda stands as presented.
2.02 Recognition of Public Comments
Guests were welcomed. President Fazzari announced citizens wishing to make public comment need to fill out a
comment card and return to Heather Clark. The Board recognizes the value of public comment on educational issues
and the importance of involving members of the public in its meetings. All citizens making comments are to go to
the podium, identify themselves and each presenter will need to limit his or her comments to three minutes.
People making public comment remotely were asked to sign up on the District web page. Citizens will be called
upon and unmuted when their name is called.
3. Presentation of Minutes
3.01 Minutes: March 27, 2024 Regular Board Meeting
Minutes stand as presented.
4. Programs/Awards/Recognition of Public Comments
4.01 Second Grade Reading Graduates
Ann McKern, Hofstetter Principal, introduced Hofstetter Second Grade Teachers and several second grade students
who have “graduated” from the Read Well second grade curriculum. A total of 35 students have graduated from the
reading program and are reading at a third grade level and beyond. The students were recognized by the Board and
given pins.
4.02 New CEA President and Vice President
Kris McKellar, Colville Junior High Math Teacher and CEA President, introduced next years’ CEA officers:
President: Chris Long, Vice President: Laura Ballance, Treasurer: Reed Benson, CEA Welcoming and Columnist on
Contract: Jenny Bohren, and Secretary: Kristie Shoemaker.

It was moved by Director Naff and seconded by Director Gumm to approve the Colville School District
Comprehensive Emergency Operations Plan as presented. Motion passed unanimously, 5-0.

5.04 Award Student Picture Bid
The District seeks Board approval to award the Student Picture bid and enter into a three (3) year contract, subject to
annual termination for unsatisfactory performance or product.
The District had two responsive bidders and a committee comprised of building administration met to review and
analyze bids. The results are tabulated below.

Due to prior quality of service and product, it is our recommendation to award the bid for Student Pictures for the
2024/2025, 2025/2026, and 2026/2027 school years to Dorian Studio .
It was moved by Director Gumm and seconded by Director Zier to award the student picture bid to Dorian Studio.
Motion passed unanimously, 5-0.

The 7th grade class made a clean sweep of the games during the recognition assembly,
winning the airplane challenge, chant battle, and ping-pong bounce off! They are in
control of the spirit stick for the 2nd month in a row and earned early lunch release for a
week!

Spring Fling Food Drive Dance Update
○
The JHigh wanted to share that we received a thank you card from the food bank and that we
brought in 420 pounds of food for the needy. The food bank wanted to share with the students of
CJHS that they were community heroes! Nice Work Raptors!

April Safety Drill
○
On April 18th, we ran our evacuation safety drill for the month. Students and staff always do a
good job of following the steps to our safety procedures as we continue to put safety at the
forefront.
●
Washington State History Field Trip
○
On April 17th, Mrs. Whitney's WA State History class took a field trip to the Steven's County
Historical Society "Keller Heritage Center." The trip aligned perfectly with the lessons in the WA
State History curriculum. The tour started with exhibits of Indigenous people of WA or Native
American artifacts and moved on to the Hudson's Bay Company and fur trappers and traders. It
also covered WWI and WWII in Stevens County. Outside, our tour guide showed us around the
mining, homestead, school house, blacksmith shop, and trappers cabin exhibits. Students
especially loved, or hated, the opportunity to go up inside the Graves Mountain Lookout Tower
which used to stand on Graves Mt. between Colville and Republic. Katie Tullen, the museum
curator, and her other volunteers were wonderful tour guides; it was very generous of them to

open the museum, especially for our class. We also had an excellent bus driver who joined right in
with our tour!

CJHS Leadership Teams Reflecting and Prep
○
The PBIS Team, Student Learning Team, and Leadership Team at the JHigh have all been reflecting
on the work they have accomplished this year. Teams are looking at the feedback from students
and staff to prepare to improve systems and processes for next school year. All the team members
that have committed to leadership teams this year have gone above and beyond and their work is
appreciated!

Colville High School
Security
1.
Conducted a walkthrough of each school with IT and a representative from Absco to evaluate the cameras.
The meeting was to determine what the school district needs for upgrades and new cameras.
2.
Met with a representative from the US Border Patrol. They will be conducting Active Shooter training in
May. They would also like to schedule some walkthroughs this summer for their agents so they can become
familiar with the school’s layouts.

Continue working with Stevens County Emergency Management and ESD 101 planning the Active Shooter
Exercise for Stevens County at Kettle Falls SD this summer.
4.
Schools are conducting Evacuation Drills for this month’s emergency drill.
Facilities
During the first week of April (Spring Break), we rented a parking lot sweeper and cleaned all district parking lots.
Northwest Installation performed the annual inspection and service of all backboards, hoops, and bleachers. We
painted over the Indians logo on the varsity baseball concession with a base coat. The final coat of paint will be
applied when time allows. We also painted new four square courts on the Fort Colville playground.
The second week in April the Maintenance crew assisted the IT department with installing a new camera in the Aster
gym. While the lift was in the gym we ran new cable to the existing speaker in the gym, allowing communication if
needed to the class in the gym.
The third week of April we repaired parking lot lights at the Jhigh, and plan to have a new speaker system installed
in room 4 by the weeks end.
The Grounds crew are busy, as we have all of the mowers out. We have been painting, mowing, weed eating,
trimming trees and cleaning up all entry ways to all of our buildings. If the forecast holds true then we will be
turning on outside water/irrigation Monday, April 22nd.
As usual, I would like to thank the Maintenance crew for all of their work. If anyone has any questions, please feel

7. Superintendent’s Report
7.01 CHS Student Update
Eva McKeraghan, Student Representative, updated the Board on recent CHS activities:
ASB elections were held in late March. The 24/25 ASB Executive Board: President: Shaalin Jaiswel, Vice President:
Eva McKeraghan, PRM: Rachel Stutzer-Ferrell, Treasurer: Addie Marshall, Asst. Treasurer: Georgia Beardslee and
Secretary: Campbell Thompson.
CHS sent two teams to the SkillsUSA State Championships in Tacoma. Participants had to design and 3D print a
unique water bottle lid. Our students did a great job with one team placing 3 rd in the state.
On April 11 the Forestry class competed in the Stevens County Conservation District forestry contest at Douglas
Falls. Six students will advance to the competition in Wenatchee next week.
On April 17 freshman students took the PSAT and junior students took the SAT.
Fish Hatchery students successfully shipped out 2,000 rainbow trout to Rocky Lake, Big Meadow, and Sacheen Lake
on April 17.
The 3rd Quarter “B or Better Bash” was on April 18. 140 students qualified for the event.
This year’s Prom theme is “Masquerade Ball” and will be held on April 27.
Key Club will be hosting a Blood Drive on May 2.
7.02 District Update
We continue to monitor our four main goals of Attendance, Respect, Safety and Academics. Board reports and policy

updates should align with these goals. An example is the JHS board report congratulating the staff and students
with perfect attendance.
As the school year winds down, we are very busy ensuring students finish hard, but are also making sure that we are
organizing for the summer and next year.
We are working with Vaagen’s to upgrade our ballfields at Fort Colville. We appreciate their crews that will be
working to help our facilities.
We recently received a grant to start the upgrade on the Fort Colville playground. Should come in around $200,000
for the upgrades.
Director Gallo and Director Gumm met on Friday April 19 to discuss the track project with an addition of a runway
for javelin. Our current javelin runway does not meet state standards.

Director Gumm reviewed the consent agenda this month prior to the meeting. Each agenda item 8.01 through 8.05
was noted.

8.04 Fiscal – Personal/Professional Service Contracts, MOU/Grants/Donations/Fees
1.
A Master Services Agreement (renewal) between eLuma, LLC and the Colville School District. eLuma will
provide Colville School District with online Psychology services (1.0 FTE School Psychologist) for the 2024-2025
school year. To facilitate successful delivery of services, eLuma shall be responsible for the following:

Providing services through its secure video conferencing software;
Providing services meeting all timelines and deadlines;
Ensuring compliance with state and federal special education laws and regulations.
Total cost for services is $144,000.00.

A Memorandum of Understanding (MOU) between Clover Park Technical College (CPTC) and Colville
School District to govern the relationship in administering the College in the High School Program for the
2024-2025 academic year.
The College in the Hish School Program operated by CPTC is intended to provide access for advanced study for
qualifying high school students. Students will receive college credit from CPTC upon successful completion of
a College in the High School course.
College in the High School classes are free for public high school students.
A donation of $1,300.00 from Nancy Harshman to the CHS Equestrian Club ASB Account. Funds will be used for
meet expenses.
A donation of $1,200.00 from a Fidelity Charitable Donor-Advised Fund (Schrader Giving Fund) to Fort Colville
Elementary School. This donation is in memory of Karen Schrader Monasmith and is to be used for PE equipment
needs.
A donation of $500.00 from James and Sara Schrader to the CHS Girls Golf Team ASB Account. Funds will be used
for supplies and end-of-season celebration. This donation is in memory of Karen Schrader Monasmith
