A form of this program once existed in Boone County Schools. Referred to as co-op back then, this program would allow seniors countywide to spend the mornings at their high schools taking classes to meet their graduation requirements and spend the afternoons participating in college classes or working at jobs. Boone County Schools would need to hire one full-time teacher to work at the Boone Career and Technical Center, where he or she could serve the participating students from Van High School, Sherman High School, and Scott High School. There currently are 17 counties and 37 schools that utilize the Career and Work Skills Training program. The counties are Barbour, Berkeley, Calhoun, Clay, Grant, Hampshire, Harrison, Jackson, Kanawha, Lewis, Marion, Mercer, Morgan, Pocahontas, Putnam, Randolph, and Wood. Our neighbor, Kanawha County Schools, currently has 83 juniors and 409 seniors participating in its Career and Work Skills Training program. I talked to Kim Sallada, who is the Career and Work Skills Training program coordinator for Kanawha County Schools. Mrs. Sallada has helped multiple districts implement a Career and Work Skills Training program, including Putnam County Schools and Harrison County Schools. Mrs. Sallada has provided me with all of the documents they use in Kanawha County Schools; all we need to do is change them to fit our needs and reflect our district and schools. Mrs. Sallada also said she is willing to come to the Boone Career and Technical Center this spring or summer at no cost to train me and the teacher on everything to ensure we have a smooth transition and implementation. If Boone County Schools and the Boone Career and Technical Center become the 18th district and the 38th school to implement a Career and Work Skills Training program, I promise Your Goals. Allowing seniors to participate in this program would decrease the class sizes in electives, many of which they are not interested in taking and are taking only because they have to have eight classes per day. It also would improve those seniors’ academic achievement, attendance, and behavior. It also will provide an incentive to underclassmen to do what they need to do in regard to their academic achievement, attendance, and behavior to have the same opportunity when they become seniors. Also, participating students who meet all of the requirements will be Career and Technical Education completers and will receive a cord for graduation. To be a completer, students must work a minimum of 15 hours per week and 240 hours per semester. They also must complete independent assignments from the teacher, including creating resumes, cover letters, and portfolios. Completion of those assignments will allow them to complete the four Career and Work Skills Training courses. The first course is 0511 Career and Work Skills Training I and the second course is 0512 Career and Work Skills Training I], both of which are taken in the first semester. The third course is 0513 Career and Work Skills Experience I and the fourth course is 0514 Career and Work Skills Experience II, both of which are taken in the second semester. Online curriculum also 1s available for the Career and Work Skills Training courses if we need it, but Mrs. Sallada said Kanawha County Schools uses only teacher-created Your Goals. Our Mission. Students also must report to the Boone Career and Technical Center weekly to meet with the teacher to review their hours and assignments. The teacher and I also will do three in-person visits to the students’ job sites to check on them and build relationships with those business partners. The first visit is in September or October; the second visit is in November, December, or January; and the third visit in February or March. Students do their portfolio presentation with their employers in April. They also give their employers a handwritten Thank You card to show their appreciation. Implementing the Career and Work Skills Training program also will allow Boone County Schools to have more completers and improve our performance on the annual Career and Technical Education Performance Indicators Evaluation. It also will allow us to count the students’ hours toward the Work-Based Learning Classroom 2 Career hours, which also is included on the annual Career and Technical Education Performance Indicators Evaluation. The more completers and work-based learning hours we have, the more money we get from the federal and state funding sources. More money means more opportunities for our students. It is a win-win situation for all involved. If this program is successful in its first year, 1 would recommend opening it up to high- achieving juniors, which is what Kanawha County Schools does. However, for the fourth year and beyond, we would not be allowed to contribute funds for the position, according to West Virginia Department of Education guidelines. After the third year, that expense would be considered “a maintaining expense,” which is not permitted, rather than “a growth, expansion, or development expense,” which is permitted. However, if Boone County Schools sees the value in this position and is willing to pay for the entire cost of the position, that would be even better because we could use that $25,000 per year to provide more opportunities and supplies to our students and programs.
