Neola Policy Updates for Board Approval 6/9/25 POLICY UPDATE VOLUME 17, NUMBER 1 April 2025 Policies in this update have been reviewed by Dinsmore & Shohl LLP for consistency with Federal and State law. Policy 2266 - Nondiscrimination on the Basis of Sex In Education Programs or Activities (Revised) Based on injunctions regarding the implementation of the 2024 Title IX regulations in West Virginia and the nationwide vacatur of the 2024 Title IX Regulations, no West Virginia County should have adopted or implemented Policy 2264 - Nondiscrimination on the Basis of Sex In Education Programs or Activities. In this update, Neola is rescinding Policy 2264 and revising Policy 2266 - Nondiscrimination on the Basis of Sex In Education Programs or Activities to remove the sunset language regarding the implementation of Policy 2266 to sexual harassment alleged to have occurred prior to August 1, 2024. Policy 2266 is the policy that the County must implement regarding Title IX Sexual Harassment. Policy 2340 - Field (Co-Curricular) and Other (Extra-Curricular) County-Sponsored Trips (Revised) This policy has been revised to update language overall and to include transportation options and provisions (found in Policy 8640 - Transportation for Curricular/Co- Curricular and Extra Curricular County-Sponsored Trips). Policy 2413 - AIDS Education Program (Revised) This policy was revised to reflect the amendment to WVBE policy 22423, effective November 9, 2024. Minor language changes were made. Policies 3160.01/4160.01 - Tuberculosis Examination (Revised) This policy was revised to reflect the amendment to WVBE policy 2242,3 effective November 9, 2024. Minor language changes were made. Policy 5112 - Entrance Requirements (Revised) This policy was revised to reflect the amendment to WVBE policy 2242,3 effective November 9, 2024. Screening requirements for admission to school were added. Policy 5310 - Health Services (Revised) This policy was revised to reflect the amendment to WVBE policy 22423, effective November 9, 2024. The policy establishes the school nurse as the school health expert and the coordinator to lead the health promotion for students. Screening requirements were also added. Policy 5321 - Tuberculin Skin Test (Revised) This policy was revised to reflect the amendment to WVBE policy 22423, effective November 9, 2024. Minor language changes were made. Policy 5460 - Graduation Requirements (Revised) Policy 5460 is revised to include options for earning the Physical Education credit required for high school graduation. WVBE Policy 2510 provides flexibility and offers alternative ways for students to earn the credit rather than taking a traditional PE course. Policy 5505 - Academic Honesty (New) This new policy addresses academic honesty (cheating) and the impact of emerging technologies, such as artificial intelligence, that make engaging in academic dishonesty more accessible. Policy 5511 - Dress and Appearance (Revised) This policy has been revised to include options for consideration and specific procedures for enforcing the dress and appearance requirements. Policy 5600 - Student Discipline (Revised) This policy has been revised to combine all of the necessary revisions to the Student Discipline policy from the two (2) previous iterations provided to clients to clarify what modifications must be made and adopted by the Board. Policy 6151 - Bad Checks (Revised) This policy is updated to include a procedure for handling payments made by check by the County that remain uncashed after a period of time determined by policy. The applicable time period may be dictated by the banking institution if the institution's checks state a period of validity, or by policy if no validity period is established by the institution. The West Virginia Office of Unclaimed property handles payments made by public entities that remain unclaimed. Policy 6320 - Purchases - (Technical Correction) This policy is updated with a technical correction to insert language that clarifies the section Negotiations When All Bids Exceed Budgeted Amount. Policy 7455 - Accounting System for Capital Assets This policy has been revised in response to the April 2024 release of revisions to the Uniform Grant Guidance regulations to make the fiscal threshold consistent with Policy 7310 - Disposition of Surplus Property and Policy 7450 - Property Inventory. Policy 7540.03 - Student Technology Acceptable Use and Safety Policy 7540.04 - Staff Technology Acceptable Use and Safety This policy has been revised to include provisions addressing Artificial Intelligence (Al). Policy 8330 - Student Records This policy is revised to provide additional guidance regarding directory information. It is recommended that the Board consider the selection of directory information annually before notification to parents and students. Policy 8390 - Animals on School Property (Revised) Policy 8390 is retitled from "Use of Service Animals" to "Animals on School Property." The content is expanded to include options for Emotional Support Animals and Therapy Dogs. Also, this update references WVBE Policy 2525 regarding the presence of animals in Pre-K classrooms. Policy 8450 Control of Casual Contact Communicable Diseases (Revised) This policy was revised to reflect the amendment to WVBE policy 22423, effective November 9, 2024. Reporting language was updated. Policy 8453 - Control of Noncasual-Contact Communicable Diseases (Revised) This policy was revised to reflect the amendment to WVBE policy 22423, effective November 9, 2024. Reporting language was updated.
