JACKSON COUNTY PRE-K AGREEMENT THIS AGREEMENT, effective for the 2024-2025 school year, between the JACKSON COUNTY BOARD OF EDUCATION (“The Board”) and PATCH. WHEREAS, PATCH operates a Center for children ages three (3) months old through twelve (12) years old in Ripley, WV; and WHEREAS, the parties have agreed to collaborate in the delivery of one (1) Pre-School Classrooms servicing for up to twenty (20) children at the Center in the program known as “Pre- School’; The Jackson County Board of Education agrees to provide the following supplements, services, and staff: 1. Three thousand eight hundred dollars ($3,800) per eligible child in the preschool classroom, as enrolled in the West Virginia Education Information System (WVEIS), by October 1, 2024, and verified by the West Virginia Department of Education (WVDE), for up to 20 children to be prorated based on full time equivalency allowed by the WVDE. This money is to be utilized to provide a quality preschool program that meets the requirements of Policy 2525. Preschool services will be offered from 8:00 a.m. — 2:15 p.m. at no expense to parents. Daily attendance is based on the most current data available through DHHR’s color coded map, Jackson County School's re-entry plan and child care licensure rules. Payments will be scheduled three times a year: One-half the amount due will be paid in October. One-fourth will be paid in January and the remaining one-fourth to be paid in April. Estimated Cost $ 76,000 PATCH intends to use a portion of these funds for the following: Teacher: $30,000 Early Childhood Classroom Assistant Teacher (ECCAT): $20,000 Facility: $12,000 Utilities: $4,400 Materials/supplies/equipment to implement curriculum: $7,600 Other (insurance): $2,000 Additional Costs: 2. Invite the Pre-K staff of PATCH to attend relevant professional development opportunities provided by Jackson County Schools. Estimated Cost $ 1,000 3. Staff to serve on the Jackson County Collaborative Committee Early Childhood Rating Scale — Revised (ECERS-R) review team for an annual evaluation of the PATCH Pre-K program. Estimated Cost $ 1,000 4. Staff to serve in an advisory capacity to the staff of the PATCH program when requested. Estimated Cost $ 1,000 5. Jackson County Schools will, as space and safety permits, transport students to and from the PATCH site provided that such transport may occur within the existing school bus route. Estimated Cost $ 0 6. Provide reimbursement for breakfast and lunch for each child enrolled as of October 1, 2024. The reimbursement provided to the Center will be based on the actual meals served and the actual reimbursement received by Jackson County Schools based on Community Eligibility Provision (CEP) rates. Estimated Cost $ 11,427.12 PATCH agrees to provide the following facilities, staff, services and supplies: 1. One (1) classroom and playground area appropriate for the purpose of housing one (1) Universal Pre-K classrooms as required by the Early Childhood Environmental Rating Scale- R and Policy 2525. Estimated Cost $19,400 (BOE $18,400) (PATCH $1,000) These costs include: Custodial: $ 1,000 One certified teacher for each Universal Pre-K classroom. This teacher’s responsibilities shall include reporting required enrollment information, implementing the High Scope Curriculum, using purposeful and systematic authentic assessment to gather evidence of each student’s progress based on all domains of the WV Early Learning Standards, reporting the results to parents and on the WV Pre-K Child Assessment System as required by the WVDE, reporting student attendance on WVEIS, reporting meal information, implementing the Jackson County Schools Collaborative Team Transition Plan, and adhering to Policy 2525. Estimated Cost $30,000 (BOE dollars) One (1) qualified Early Childhood Assistant Teacher (ECCAT). Estimated Cost $20,000 (BOE dollars) Program Administration and staff evaluation. Estimated Cost $2,200 (BOE $ 0) (Partner $2,200) 5. Furnishings, instructional materials, equipment and supplies as needed to implement the High Scope Curriculum and as required by the Early Childhood Environmental Rating Scale — R. Documentation of expenditures shall be submitted to the Jackson County Board of Education by June 1, 2024. Estimated Cost $7,600 (BOE dollars) 6. The collaborative classroom will follow the academic calendar of Jackson County Schools. Hours of operation will be 8:00 a.m. — 2:15 p.m. Total Estimated Cost by Jackson County Schools $ 90,427.12 Total Estimated Cost by PATCH $ 3,200.00 Grand Total $ 93,627.12 MEAL SERVICE Whereas federal regulations require Pre-K children enrolled in public schools and housed off-site in a child care center be provided meal services, the Jackson County Board of Education and PATCH agree to the following meal service provisions: (a) In order for the school system to claim meals for federal reimbursement, the PATCH will report daily attendance and meal count to the school secretary no later than 2:00 p.m. each school day. (b) The Jackson County Board of Education will provide reimbursement for breakfast and lunch for each child enrolled. The reimbursement provided will be based on the actual meals served and the actual reimbursement received by Jackson County Schools based on the Community Eligibility Provision (CEP) rates for 2024- 2025 school year. (e) Jackson County Schools will provide training and/or communications on the National School Lunch Program (NLSP) and the Child and Adult Care Food Program (CACFP). (f) PATCH is responsible for meeting the guidelines set forth by CACFP which includes, but is not limited to, nutritious meals that meet the meal pattern requirements, conducting an accurate point-of-service, and providing the meal counts to the school where the Pre-K students are enrolled. Jackson County Schools is required to monitor the meal program a minimum of once annually prior to February 15. (g) PATCH will invoice Jackson County Schools by the tenth (10) of each month for the federal reimbursement and student charge for each meal served. GENERAL CONDITIONS 1.Assignment: Neither party shall assign transfer or otherwise change the Agreement or any right or duty created hereunder without the prior written consent of the other party. 2.Term: The term of this Agreement shall be for a period commencing on July 19, 2024 and ending June 30, 2025. Jackson County Schools or PATCH may terminate and/or amend this agreement in the event of insufficient student enrollment in the preschool classroom. 3.Modification: The parties may mutually amend this Agreement. Any Amendments shall be placed in writing, signed by both parties and attached hereto. 4.Entire Agreement: This Agreement, including all attachments, embodies the entire agreement of the parties with respect to the subject matter hereof. In the event of a conflict between the terms of any attachment, or appendix, the terms of this Agreement shall prevail. There are no promises, terms, conditions or obligations other than those contained herein, and this Agreement supersedes all previous communications, representations or agreement, either verbal or written, between the parties hereto. It is understood by both parties to this collaborative agreement that the supplements, services, and staff provided by Jackson County Schools are exclusively for the use in the Universal Pre-K Collaborative Classroom. 5.Impasse: In the event a conflict should arise, the parties shall follow the Jackson County Collaborative Impasse Procedures to resolve the issue and come to consensus.
