State of West Virginia County of Jefferson, to-wit: The Board of Education of Jefferson County, West Virginia, met in Regular Session on March 25, 2024 at 6:00 p.m. at Washington High School, 300 Washington Patriots Drive, Charles Town, West Virginia, with the following members participating: Mrs. Kathy Skinner, President, Mr. Mark Osbourn, Vice President, Dr. Donna Joy, Mrs. Laurie Ogden, and Mrs. Carmen Bratton. Following the call to order, the President led in the Pledge of Allegiance. Vote taken; motion carried 5-0. Page 7 of 9 MINUTES March 25, 2024 Elementary Redistricting Proposal for the 2025-26 SY Joyce White reviewed a revised PowerPoint update to the Board. In addition, J.R. Hollen and Larry Willingham were there to answer questions. The three proposed options and their impacts were reviewed. Donna Joy made a motion to table the item, seconded by Carmen Bratton. Dr. Bishop clarified that the Board was not being asked to decide on a school closure or the redistricting map at this time, the request is to allow staff to begin collecting data for moving forward in this process. After extensive discussion, the initial motion was withdrawn by Donna Joy and Carmen Bratton. A motion was made by Laurie Ogden, seconded by Mark Osbourn, to approve staff to begin gathering data and exploring options 1-3 for the proposed elementary redistricting/possible closure of a school. Vote taken; motion carried 5-0. Washington High School Auxiliary Gym Joyce White along with Mr. Randy Jones from ZMM presented an update on Locations D (retain parking spaces), D1 (remove 21 parking spaces), and E which were the preferences decided upon during the February 26, 2024 board meeting. Detailed information concerning location, construction, and cost for each option was provided. Discussion and questions from the Board followed. Upon the recommendation of the Superintendent, a motion was made by Donna Joy, and seconded by Mark Osbourn, to approve the bid request for Location E. Vote taken; motion carried 5-0. Page 8 of 9 MINUTES March 25, 2024 New Business Financial Update Jenn Moss, Interim Chief Financial Officer/Treasurer, presented a PowerPoint review of the following: General Fund-Revenue Budget General Fund-Expenditures General Fund-Salaries and Benefits General Fund-Purchases Services and Supplies Special Project Balances Financial Planning Proposed Levy Rates for FY25 Jenn Moss presented a PowerPoint of the following: Current Expense Levy (Regular Levy) Bond Levy (Facilities) Excess Levy Voter Approved Excess Levy Call Excess Levy Budget Trend Data Discussion and questions from the Board followed both presentations. Board Member Comments/Committee Reports Board members presented updates on their various board committee meetings and other county/school activities. Page 9 of 9 MINUTES March 25, 2024 Superintendent’s Comments e Dental Insurance Provider e Wild Hill Solar Project Request e Spring Break Reminder e 2023-24 Calendar Revision o Allow April 8 to serve as a 2-hour early dismissal and Faculty Senate meeting day, so April 12 will become a full day. A Special Meeting will be scheduled to take action. There being no further business, a motion was made by Laurie Ogden, seconded by Mark Osbourn and carried, that this meeting be recessed and reconvened on the third Tuesday in April (April 16). This meeting was recessed at 8:32 p.m.
