State of West Virginia County of Jefferson, to-wit: The Board of Education of Jefferson County, West Virginia, met in Regular Session on April 8, 2024 at 6:00 p.m. at Washington High School, 300 Washington Patriots Drive, Charles Town, West Virginia, with the following members participating: Mrs. Kathy Skinner, President, Mr. Mark Osbourn, Vice President, Dr. Donna Joy, Mrs. Laurie Ogden, and Mrs. Carmen Bratton. Following the call to order, the President led in the Pledge of Allegiance. Business Partner Signing Cardigan Group Corporation and Wright Denny Intermediate Jim and Chris Coughlin of Cardigan Group Corporation, Chris Walter, Principal of Wright Denny, and Leslie Slover, a counselor at WDI, were introduced, spoke, and signed a business partner agreement certificate. Student Recognitions The following groups were introduced and presented with Certificates of Recognition (list on file): e All-State Honor Choir — Ken Cooper, WHS Choir Director presented the certificates e JHS Science Showdown e Social Studies Fair Page 2 of 10 MINUTES April 8, 2024 Minutes A motion was made by Laurie Ogden, seconded by Mark Osbourn, to approve Minutes of the Regular Board Meeting held March 25, 2024. Vote taken; motion carried 5-0. Consent Agenda Prior to the Consent Agenda items, Amy Loring noted that in the Human Resource Personnel section, there was a location change in line item #36 from PJE to BRE. Upon the recommendation of the Superintendent, a motion was made by Mark Osbourn, seconded by Carmen Bratton, to approve the Consent Agenda items with change as noted. Vote taken; motion carried 5-0. The WVU Extension service helps to provide programs and resources to the community such as agriculture, natural resources, 4-H, food & nutrition, health & wellness, life skills, and gardening. Discussion and questions followed. Deputy Superintendent for Instructional Support David Banks presented on the following areas: e Core math curriculum o JCS teachers at a vendor fair in Martinsburg on a Saturday o Tiered instructional model to bring consistency to the process o Intervention program o Curriculum and technology review Unfinished Business None Page 9 of 10 MINUTES April 8, 2024 New Business Board Meeting Date Change Upon the recommendation of the Superintendent, a motion was made by Mark Osbourn, seconded by Carmen Bratton, to move the May 27, 2024, Regular Board Meeting to May 28, 2024, at 6:00 p.m. due to the observed holiday. Vote taken; motion carried 5-0. Math Instructional Materials Adoption Tara Mahoney, Coordinator of Elementary Schools (3-5), recognized members of the elementary math adoption committee. Katelyn Payne, a teacher at DES, presented the elementary proposal for math materials. The committee chose Envision Mathematics. A motion was made by Carmen Bratton, seconded by Laurie Ogden, and carried to place the elementary K-5 math material proposal out for public comment. Joel Silver, Coordinator of Middle Schools, recognized members of the middle school math adoption committee. Shanna Busch, a teacher at HFMS, presented the middle school proposal for math materials. The committee chose McGraw Hill WV Reveal. A motion was made by Laurie Ogden, seconded by Mark Osbourn and carried, to place the middle school (6-8) math material proposal out for public comment. Judy Marcus, Coordinator of High Schools (9-12), recognized members of the high school math adoption committee. Barbara Zingg, a teacher at WHS, discussed the high school proposal for math materials. The committee chose Big Ideas Math. A motion was made by Carmen Bratton, seconded by Laurie Ogden and carried, to place the high school (9-12) math material proposal out for public comment. Action was expected to be taken when returning to open session. At 9:26 p.m. a motion was made by Carmen Bratton, seconded by Mark Osbourn and carried, to close the Executive Session and return to open session. A motion was made by Carmen Bratton, seconded by Laurie Ogden, and carried, to uphold the Superintendent’s recommendation to terminate the employment of Star Hill effective April 8, 2024. There being no further business, the meeting was adjourned at 9:27 p.m. by the President.
