The Board of Education of Jefferson County, West Virginia, met in Regular Session on August 12,
2024, at 6:00 p.m. at Washington High School, 300 Washington Patriots Drive, Charles Town,
West Virginia. Members Present: Mrs. Kathy Skinner, President, Mrs. Rikki Twyford, Vice
President, Mrs. Laurie Ogden, Dr. Donna Joy, and Mrs. Carmen Bratton.

1. Meeting Opening
A. Kathy Skinner, President, called the meeting to order at 6:05 p.m.
B. President led in the Pledge of Allegiance.

2. Minutes
A. A motion was made by Rikki Twyford, seconded by Carmen Bratton, to approve
the Minutes of the Regular Board Meeting held on July 22, 2024. Vote taken;

motion carried 5-0.

4. Consent Agenda

A. Prior to the Consent Agenda items, Amy Loring noted that there were no
changes. Ms. Loring asked that the recommendation for line Item #41 on the
Personnel list be pulled for Executive Session. Dr. Bishop noted that a decision
was made this afternoon to appoint Priscilla Rodd as Interim Principal of North
Jefferson Elementary School. The appointment will be on the next board
meeting consent agenda. Upon the recommendation of the Superintendent, a
motion was made by Laurie Ogden, seconded by Rikki Twyford, to approve the
Consent Agenda items with the change as noted. Vote taken; motion carried 5-0.

iii. Approved Paid Bills and Purchase Order Status Report (list on file)
iv. Approved Out-of-Area Trips 2024-25 SY (list on file)

B. Deputy Superintendent of Instructional Support Update

i. Ron Stephens, Deputy Superintendent of Instructional Support,
introduced Mary Lind, Coordinator of Elementary Schools (PK-2).

1. Ms. Lind presented updates on the JCS Universal Access
PreK program.

7. New Business

A. Discussion and Action on McCormick Grant Committee Recommendations for 2024-25 SY

1.

Suzanne Swartz, the Chairperson of the McCormick Grant Committee, reviewed the
recommendations for the 2024-25 SY grants. Upon the recommendation of the
Superintendent, a motion was made by Rikki Twyford, seconded by Carmen Bratton,
to approve the recommended grants in the amount of $139,121.57. Vote taken;
motion carried 5-0.

B. Discussion and Action on Acceptable Use Policies

1.

Upon the recommendation of the Superintendent, a motion was made by Laurie
Ogden, seconded by Carmen Bratton, to put the Acceptable Use Policies, 7540.03 and
7540.04 out for public review. Vote taken; motion carried 5-0.

C. Discussion and Action on agreement with Jefferson County Parks and Recreation to build a
new public Park in Shepherdstown

A motion was made by Laurie Ogden, seconded by Rikki Twyford to approve the
ground lease agreement with Jefferson County Parks. Extensive questions and
discussions followed. Vote taken; the motion failed. 1 vote in favor, 3 against, and 1
abstention. Kathy Skinner voted in favor, Rikki Twyford, Carmen Bratton, and Laurie
Ogden voted against and Donna Joy requested to abstain due to needing more
information.

The item will be put on the next agenda for discussion and action. It was requested
that a re-evaluation clause be added and board members are to send any additional
questions to Dr. Bishop.

D. Action on Celebrate Freedom Week — September 10-17

1.

Upon the recommendation of the Superintendent, a motion was made by Rikki
Twyford, seconded by Laurie Ogden, to approve September 10-17 as Freedom Week.
After discussion, an amended motion was made by Rikki Twyford, seconded by
Laurie Ogden, to approve Celebrate Freedom Week for September 10-17, 2024 to
include grade level guidelines provided by the WVDE (W. Va. State Code §18-2-9).
Vote taken; motion carried 5-0.

10. Executive Session
A. Personnel Actions

i. At 8:14 p.m. a motion was made by Rikki Twyford, seconded by Carmen Bratton and
carried, to hold an Executive Session in accordance with WV Code 6-9-A-4 regarding
Personnel. Action was expected to be taken when returning to open session.

ii. At 8:48 p.m. a motion was made by Laurie Ogden, seconded by Carmen Bratton, and
carried, to close the Executive Session and return to open session.

iii. Regarding line Item #41 pulled from the Consent Agenda for discussion, a motion was
made by Carmen Bratton, seconded by Laurie Ogden, to uphold the Superintendent’s
recommendation for the transfer of Eric Jenkins to WHS. Vote taken; motion carried
5-0.

11. Adjournment
A. There being no further business, the meeting was adjourned by the President at
8:48 p.m.
