The approval of the contract with Milestones & Music, LLC for the 2024-2025 SY,
at the rate of $650.00 per SEMTAP Assessment, $160.00 per hour for direct
service, consult services, and educational enrichment service, $250 per hour for
direct service provided for 2 students simultaneously, $300 per hour for direct
service provided for 3 students simultaneously, $100 per hour for meetings,
$100-$200 per hour for presentations / in-services / professional development,
and $50 for 30 minutes to review expectations with case manager. Not to
exceed $100,000.00.

The approval of the contract with Lori Bailey to provide Psychology Evaluations
for the 2024-2025 School Year. The rate of services is $350 per evaluation, $50
per Supplemental data, $200 per cognitive evaluation, $150 per achievement
evaluation, $250 per ADOS-2/Autism Evaluation (standalone evaluation) and
$150 per ADOS-2/Autism Evaluation as supplemental data. Not to exceed 250
evaluations.

evaluation, $250 per ADOS-2/Autism Evaluation (standalone evaluation) and

2608 CONTRACT —- CHRISTINE HOLSOPPLE — CONSULTATIVE SERVICES
The approval of the agreement with Christine Holsopple to provide consultative
services to the pupil services department in the areas of IEP training sessions,
professional development on IEP writing and compliance, WVEIS 2.0 IEP
platform for report retrieval and WVDE submissions, consultation with liaisons
regarding IEP compliance, training on electronic filing systems, and DLM
training. The rate of services is $50 per hour. Not to exceed 200 hours.

The approval of the contract with Rosa Anna Gallucci to provide Functional

The approval of the subscription renewal of TeachTown ecCORE K-12 Student

The approval to purchase a new software program, SNAP Health Center, for the
2024-2025 SY, in the amount of $28,000.00.

2617 MOU - WVU BOARD OF GOVERNORS —- CVRP
The approval of the Memorandum of Understanding for WVU Board of Governors
and its School of Medicine, Department of Ophthalmology and Visual Sciences to
provide vision rehabilitation services to blind and visually impaired school-age
students for the 2024-2025 School Year. The Orientation and Mobility Specialist
will be comparable to the WVDE Professional Salary Schedule based on years of
experience and education plus $18,600.

2618 MOU - WVU (WVUSM) - STUDENT CLINICAL
The approval of the MOU Student Affiliation Agreement with West Virginia
University and its School of Medicine, Department of Human Performance and
Applied Exercise Science to permit students to participate in the fieldwork of
Occupational Therapy and/or Physical Therapy for the 2024-2025 SY.

Preliminary Bond Rates, 5 yr./10 yr., were provided as

Student Achievement: Growth charts per grade level, per
school, and MCS in comparison to State for WVGSA were
provided; Marion County is performing and progressing again
particularly in math (results are embargoed); at all grade levels
but 1 we perform above the State and individual schools
continue to grow; evidence of the hard work of teachers and

Kudos to the Superintendent and others for getting Marion
County Schools associated with Middle College at Fairmont
State University-first in the nation, students will receive the
high school diploma as well as an associate degree through
this program.
Questioned whether there is another program in place to
replace Summer Sole as it is the last summer for the program.
Dr. Heston confirmed that now that life has returned to
normal, post covid, there are many programs provided such
as credit recovery, but there’s not the interest in the summer
programs or the federal funds that there had been.
Would like to see a comparison of Marion County and other
counties coach pay.
Very happy to hear about the math scores
Due to this being the last meeting as a Board Member, he
wished to speak about the Board: Mr. Boyles, knows all as far
as finance knowledge when making purchases. Mrs. Costello,
has the ability to go and talk to people and empathize with
them. Attends so many school events. Mr. Dragich, “Principal
Emeritus” knows so much about education but also does so
much for the community. Pastor Saunders, should be a
motivational speaker. He has a unique way of capturing
the attention of any size group. Superintendent Dr. Heston,
She exhibits two important attributes: great work ethic and
communication skills.
Special thanks to those that were supportive over the years:
the teachers, the service personnel, the Principals, and
especially the parents and former students, and the multiple
associations. His biggest support has always been his wife
and children.
Kevin Rogers will be a great Board Member. He has been
involved with Marion County Schools for many years.
Marion County Schools is the best. He is proud to have sent
his own children through this school system - they’re
successful - gave MCS and his wife all the credit.
Wished all the Board Members good health to run for many
more elections. God bless everyone.

Liked the survey, wants the EF Phase 1 information added
(May Ballot projects).
Would like a work session to continue Bond/Facility
conversation before the November ballot deadline (July 25).
Questioned the Blackwell Business Case Analysis that
Superintendent provided during the last bond workshop. It
was provided through Mr. Price while Superintendent and
updated for current schools effective May 2024 under Dr.
Heston, just good information to have about the MCS facilities.
Requested that Dr. Heston get the Bond survey out ASAP -
was decided to begin June 16 through July 1 so that an
update can be provided at the newly set work session, June
24% at 11 am.
Questioned the virtual school billing, Dr. Heston confirmed
that this is for classes that are not offered in Marion County
Schools, such as latin or Sign Language, not like credit
recovery.
Has there been an increase of HOPE Scholarship applicants
since there was an increase in the funding by the state? Dr.
Heston confirmed that there have been several renewals, but
it is too early for much info right now.
Marion County Culinary student, Maci Singleton
and Chef Stalnaker are leaving for National Competition in
Atlanta. Wished them safe travels and good luck. They are
excited and she’s worked very hard. Requested this be shared
on our social media. We have a lot of students that bring
honor to Marion County Schools.
Attended WV Boys State. Great kids that questioned policy
and listened intently. Such a great experience.
