Board of Education Meeting
Monroe County Schools
Minutes, July 16, 2024
ROLL CALL — The Monroe County Board of Education met in regular session on Tuesday, July 16,
2024 at 6:00 p.m. at the Monroe County Schools Central Office with the following members
present: Vice President Sabrina Stutts, Dr. Scott Womack, Mr. Terry Utterback, and Dr. Joetta
Basile, Secretary. President Candace Sabol joined the meeting at 6:07 p.m. Everett Fraley was
absent.
CALL TO ORDER
Vice President Sabrina Stutts called the meeting to order.
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA/ADJUSTMENTS
Vice President Sabrina Stutts requested approval of the agenda with the following adjustment,
pull vendor 12345 and vote separately. Dr. Womack made the motion to approve. Motion
passed 3-0.
EXECUTIVE SESSION
e Student Expulsion Hearing
At 6:03 p.m., Mr. Utterback made the motion to enter into Executive Session under the
authority of WV Code §6-9A-4 to discuss Student Expulsion Hearing. Motion passed 3-
0.
Upon return to open session at 6:15 pm, all members were present including President
Candace Sabol. Mr. Utterback made the motion to table this item until August 7, 2024.
Motion passed 4-0.
PUBLIC COMMENTS
e No one registered.
COMMUNICATIONS/REPORTS
e Superintendent Report
a. Superintendent Basile reported on the following items;
1) Superintendent Basile congratulated Educator’s Rising students who placed at
the national competition in Washington, DC. 3, 300 students competing in DC
and Rileigh Jackson and Danni Dunbar place 7" for PSA and Tripp McMillion
placed 9'" in Public Speaking.
2) Superintendent Basile congratulated FFA student Eli Broyles who placed first in
the state tractor driving competition.
3) WVDE Policy 8100 Public School Finance Policy changes effective August 7, 2024,
include increasing the required bid amount to $10,000 and counties no longer

need to get bids on required screeners for those on the WVDE approved list of
screeners.
Central office administrator visits to schools this year included 804 visits.
The Technical Center will be starting an adult Phlebotomy class on August 27,
2024.
Superintendent Basile gave a construction update and stated that Swope has not
mobilized or began construction at Mountain View School. James Monroe High
School roof replacement is moving along. The project should be complete prior
to school starting. HVAC work at James Monroe High School continues and it
doesn’t look like they will be finished by the start of the FY 25 school year.
New State Board Policy 2322 requires school boards to have LSIC training. WVDE
has created a short training video that we be placed on the next board agenda.
Other Reports
Treasure’s Report
At the recommendation of Mr. John Ballengee, Chief Business Official, Dr.
Womack made the motion to accept and approve the Treasurer Report. Motion
passed 4-0.
CONSENT ITEMS
Mr. Utterback made the motion to approve Consent Items with the exception of Vendor 12345.
Motion passed 4-0. Mr. Utterback took over the meeting. President Candace Sabol made the
motion to approve Vender 12345. Motion passed 3-0 with Vice President Sabrina Stutts
abstaining. Vice President Sabrina Stutts took back over the meeting. Consent items are as
follows:
Approve Payment of Bills — July 3, 2024 through July 16, 2024
Approval of Training Provider Memorandum of Understanding with Workforce WV on
their Ace Programs.
Approval of Droplet proposal for the 2024-2025 School Year.
Approval to move the Tuesday, August 6, 2024 Board Meeting to Wednesday, August 7,
2024 at 6 pm.
Approval of Zonar annual subscription renewal.
NEW BUSINESS
Consider approval of Summer School field trip to Kids Square Children’s Museum in
Roanoke, VA on July 23, 2024.
Mr. Utterback made the motion to approve. Motion passed 4-0.
Consider approval of the Trafera quote for technology services for the 2024-2025 School
Year.
Dr. Womack made the motion to approve. Motion passed 4-0.
Consider approval of contract with Parchment for yearly transcript services and
Consider approval of contract with Parchment for yearly records digitization.

Dr. Womack made the motion to approve twelve month contracts for digitization and
yearly transcript services with Parchment. Motion passed 4-0.
® Consider approval of CEFP Amendment.
Mr. Utterback made the motion to approve. Motion passed 4-0.
e® Consider approval of Traferra Chromebook replacement contract for student devices
funded by the excess levy.
Dr. Womack made the motion to approve. Motion passed 4-0.
e Consider approval of the Articles of Agreement with Glenville State University for
University Student Pre-service Teachers, Interns and Residents for the 2024-2025 School
Year.
Mr. Utterback made the motion to approve. Motion passed 4-0.
e Consider approval of new Soccer Sports Program at Peterstown Middle School along
with startup cost for the program.
Dr. Womack made the motion to approve. Motion passed 4-0.
e Consider approve of updated Opioid Complaint form Benjamin Bailey.
Mr. Utterback made the motion to approve. Motion passed 4-0.
e Consider approval of student request to stay enrolled at Mountain View School instead
of transferring to Peterstown Elementary School.
Dr. Womack made the motion to approve. Motion passed 3-0 with President Candace
Sabol abstaining.
CONSIDERATION OF PERSONNEL
e Approve Superintendent’s recommendations for personnel items May 21, 2024.
With no corrections noted and recommendation of Superintendent Dr. Basile, Mr.
Utterback made the motion to approve. Motion passed 4-0.
ADJOURNMENT - at 6:51 p.m., the meeting adjourned by consensus.
