The Nicholas County Board of Education of the County of Nicholas, West Virginia met
in a regular session on Monday, January 22, 2024, beginning at 6:00 p.m. The purpose of the
meeting will be to conduct routine business. The meeting was held at the Nicholas County Board
Office, 400 Old Main Drive, Summersville, WV 26651.

Our first calendar presentation will be Monday, February 5", starting at 5:30 immediately
followed by the regular board meeting. The second presentation will be held on February
19", starting at 5:30 pm.

We have had two meetings with Head Start to try and make some changes that will
benefit our students. It is a struggle with all of the restraints we have to follow to
collaborate with them. I want to encourage our parents of students that will be four years
old by July 1 to sign up as soon as those signup dates are established in early March.
Explain make up days for snow days. We have used up one of our NTID (Non-
Traditional Instruction Days) days and have (4) to work with before we have to make up
days. If we use them, then we will start using OS days that appear beginning on May
28", Delays do not count against us unless we reach 40 hours of delays. Currently, we
have had 5 of those which is 15 hours.

The State of Emergency Day was an NTID day as of now, unless the Governor says
otherwise.

Alternate Bus routes for snow days are being discussed. This wouldn’t start this year, but
for the upcoming school year. Buses would possibly run on the main roads only, no side
roads. Absences would not be counted against students.

2s Bert Grose (25 years of volunteering for Nicholas County Schools)
by Jason Butcher with SESC, presentation on Sports Media Rights.
Every school in the county has multiple products that can be capitalized upon.
Sports, Academic’s, Musical Performances, Graduation, Prom, and Special Events.
Any Event produced is an advertising/sponsorship opportunity.
You can do this at any time, at any location, for any event.
Some of the benefits associated: capitalize on advertising/sponsorship, provide students
with career previews and growth opportunities, and provide access to events for people
not able to attend in person.
Location: CTE Programs, partnerships with local Media Outlets, student body clubs, and
boosters.

Mr. Miller came before the board on behalf of RHS and NCHS athletics. He updated the
board on the need to restructure the bond levy for athletics, due to the increase in prices
across the board, for example the cost of transportation/drivers, officials, and equipment
have all increased over the years and continue to rise. The cost before the first ticket is
sold for football is between $8-900., and baseball JV and Varsity games are $5-600.00
each.

January Board Report

Welcome to the new year. We have many exciting events planned for the second
half of the year. I recently spoke with a BOE member who wants to visit. I would like to
welcome any of you to visit any time. Our Christmas program was very well done. Mr.
Mullens and our students worked extremely hard, and we presented a morning program
and afternoon program to allow options for parents and avoid overcrowding. We also had
our second and third grade parent lunch last Thursday and had almost full participation.
We are happy to accommodate parents on these days and staff jump in and make it
possible.

On a negative note, our attendance is down by almost three- and one-half percent
but that is attributed to a wave of illness that is widespread and unavoidable. Our
challenge is making sure parents turn in doctor's notes so those do not show as
unexcused.

We recently rolled out new revamped committees and assignments with every
teacher being on at least one and many serving on two. The Committee breakdown is as
follows. The Leadership Team works with the administration on school level issues and
needs. This includes LSIC, the strategic plan, and other necessary duties. The
Safety/Crisis Committee will improve school processes such as parent engagement
events, safety drills, and crisis planning to ensure safety. They help with threat
assessments and crisis plans. The Student Activities and Fundraising Committee plans
and oversees fundraisers, dates of school wide activities, and suggests school wide field
trip opportunities to administration after consulting with staff. The Staff Development
and Professional Development Committee will communicate with county central office
about needed professional development opportunities and will help develop and track PL
hours. The Academic and Awards Committee will review programs used throughout or in
segments of the school. They will also assist with testing and tracking data. The Grants
and Donations Committee will search for grants that will benefit the school and solicit
donations and community support when needed. They can also help develop and submit
grants.


Monthly Highlights

Attendance:

Current Enrollment: 324 students (Pre-k through 5" grade)
Current Official Attendance Summary Average: 92.993%

o As the school year continues, we plan to identify chronically absent students as

early as possible. Currently the percentage for chronically absent students is
24.232%. The students in this percentage are contacted frequently by the
school social worker. We hope to encourage students by making phone calls
and home visits to inform parents of the importance of attendance. Many
students have been absent this month due to sickness which has been
confirmed by phone calls made by our social worker.

The assistant principal will continue to send out 3-day and 5-day unexcused
letters to parents. This will help remind parents to send in notes to the school to
explain why their student was absent. Letters were not sent home this month
due to extended illnesses. Many parents have called in to inform us of their
student being absent and plan to send in clinician notes when they are well
enough to return.

GRE is going to continue to implement the attendance incentive program. As a
reminder, every Monday of the week a banner and trophy will be passed on to
the classroom/classrooms with the least amount of unexcused absences. In
addition to weekly recognitions, every 9-week period there will be a reward for
students. who have zero unexcused absences for the 9-week period. For the first
quarter reward, students with 0 unexcused absences for the 1st 9-week period
participated in a dance party at GRE. 91% of students were allowed to
participate in the activity. So far, the majority of students will be able to
participate in the 2™4 9 weeks attendance reward.

We will continue to remind students about CATS in different locations of
the school and on the buses. The concept of CATS has been reinforced
daily by teachers and school personnel throughout the building. Behaviors
on the bus have improved since Mr. Gilson has ridden multiple bus routes
and communicated openly with bus drivers to continue improving behavior
on the buses. We have not had a bus incident since we have been proactive.
Parent communication to make them aware of student behavior has helped
improve the relationship between school administration, teachers, and
parents. In addition to phone calls and parent meetings, teachers contact
parents daily through Dojo to keep them informed of their student’s
positive and negative behaviors.

RE: School Board Report/January 8, 2023

We successfully survived all the holiday activities and have returned from
break! A lot of activities took place before break. The entire student body and
staff went to the movies in lieu of Christmas parties and this was paid for with
funding from our cookie dough fundraiser. The Christmas Program was held and
we had a nice parent turnout, with K-2 parents making a gingerbread tic-tac-toe
board with their student and taking it home. Our school Science Fair resulted

third in the county Science Fair. Our Christmas parent dinner for grades K-2 was a
success even though we had to make a last minute change due to weather. We
held our school Spelling Bee after break and have submitted the 2 winning
students for the county Spelling Bee. IXL Benchmark was administered with all
but 2 students pin pointed. The 2 students not pin pointed were absent the
entire week.

3-2-1 Blast Off! Mount Lookout Elementary continued their yearlong space
theme with a Christmas Across the Galaxy program. Staff and students did a
wonderful job creating decorations, preparing their lines, and practicing space and
traditional Christmas songs. The staff even presented the students with a special song
to end the program. Families, friends, and community members came out to show
support as at least 175 people attended the two performances combined.

December 19" was another opportunity for parents and family members to join
us at the school for a special Christmas luncheon. Parents of our second and third grade tutte were
invited to partake of the Christmas lunch at school with their child. It was a great celebration with many
family members that attended.

Fourth and fifth grade students had the opportunity to fill stockings for the residents of Ansted Nursing

Home and then visit the residents to sing Christmas
carols. Thanks to the families of the students, we were
able to stuff 60 stockings filled with goodies from candy
and pictures colored by the students to lotion and body
wash. Several fourth and fifth grade family members,
MLE staff members, and ten students traveled to the
nursing home and sang Christmas carols for the
residents. Teaching students the importance of giving
back to the community is a lifelong lesson that can never
be stressed enough. We appreciate all of the students and parents for their support with this special
project.

MNE January Board Report
In the Classroom

Although December was a short month, there was a lot going on in each and every
classroom! Students were learning with Christmas and/or Winter themed activities.
Third grade was learning about different cultures during the holiday seasons while
fourth grade was working on a snowy narrative writing prompt.

Each classroom is consistently using [IXL. Below is some data according to the
midyear snapshot completed in December:

- In math, for the entire school, no students are far below grade level. 0.1% (6
students) are below grade level. 68% at grade level. 26% above grade level.

- In ELA, for the entire school, there is only one student that is far below grade level.
O.1% (7 students) are below grade level. 46% at grade level. 45% above grade level.

Attendance

We were unable to complete an NBA activity for the month of December. However,
students that were here all day, every day in December still got their name put into the
drawing for an end-of-year prize. Our NBA Allstars bulletin board stays up to date
with students that meet the requirements for the month so it’s easy for them to check
their progress. Students get a fresh start at the beginning ofeach new month. Ournext
NBA activity is planned for January 31.

Monthly Highlights

- Students at MNE recorded our first ever virtual Christmas program. Mrs. Murphy
filmed each class singing a couple of songs along with the entire school ending with
the chorus of We Wish You a Merry Christmas. She then compiled it in Canva to

create an amazing presentation for families to view. Find the link on our Facebook

page!
- All students received a blessing book bag donated from an affiliate of Restoration
Fellowship Church. These bags were filled with an assortment of essential hygiene

items, books, games, and activities. All children received gloves and toboggans from
another group as well.

- Our school science fair took place on December 12 and six projects progressed to
the county level.

- Math Field Day practice continues after school once a week for fourth and fifth
graders.

- Our Friday Backpack program has been consistently serving 32 students each week.
Members from Gilgal Methodist Church pack and label the bags and teachers disburse
them to students at the end of every week.

Panther Creek Elementary is working hard to encourage students to
attend school regularly. At this moment, PCE has a 93.34% attendance
rate. Monica Belmont, our Community In Schools Coordinator, is working
on an attendance incentive for chronically absent students. She will be
working closely with these parents and students to help increase
attendance rates. Monica has contacted the community for gift cards and
incentives to encourage them to attend school.

As our second IXL snapshot has closed, the results are holding steady for
student success! In Math, 14% are above grade level expectations. With
54% being on grade level. We have 14% below grade level and 3% far
below grade level. As for ELA, 22% are above grade level and 40% are on
grade level. PCE has 14% below grade level and 8% far below grade level.
Due to illnesses, several students missed the snapshot window but finsihed
it upon returning to school.

Teachers have begun their STAR testing, and the results are impressive!
Many students have improved their scores from the beginning of the year
assessment. Some of them are scoring in the 80-90% percentile for their
grade level. Finalized results are not ready now due to the window not
closing until January 12th.

It is hard to believe that we are almost halfway through the school year. Teachers and students
have returned from Christmas break ready to get back to learning as we roll through the second
semester.

The students are in the middle of completing the mid-year STAR Assessment in both reading and
math. The data will be used to compare growth from the beginning of the year to now. The assessment
will be complete January 12".

On December 15", Summersville Elementary students participated in the science fair. We had 11
projects: two from grades K-2 and nine from grades 3-5. First place winners in grades 3-5 were invited to
participate in the Nicholas County Science Fair held January 4", We had four projects that moved on to
the county fair. Out of the four projects one of the projects placed first and is invited to the regional
science fair on February 17".

We were unable to host the parents to our Christmas Program on December 18" due to the
early release because of weather. Fifth grade was the only grade level able to get through their program
before the call was made. However, we changed gears and recorded the other grade levels before the
dismissal to share with our parents. Parents were appreciative to at least get a recording of the students’
hard work,

Summersville Elementary also held the spelling bee on January 5". We had two representatives
fromeach 4" and 5" grade classrooms (8 total students) participate in the online testing platform for the
school spelling bee. Our Champion and Runner Up will now move on to the county spelling bee on
February 1°.

RHS senior Savannah Moose earned 1° place in the Nicholas County Science Fair and will move
on to Regionals

RHS held an iXL incentive program to give prizes to selected students who completed both their
ELA and Math ixL diagnostic tests in December, over 90% of RHS students completed both ixL

RHS Poetry Out Loud school level competition will be Wednesday, January 17, 2024. Schoolwide

Congratulations! Due to your hard work, talent, and dedication, your band director is nominating
you for the 2024 Virginia Tech Honor Band!

On January 19-21, more than 350 high school students will arrive on the Virginia Tech campus
in Blacksburg for our 24" annual Virginia Tech Honor Band Festival! During the festival,
students will rehearse with nationally renowned clinicians and educators, participate in
instrumental master classes with Virginia Tech music faculty, witness the VT Band-A-Rama
concert, and socialize with like-minded students. We culminate the festival experience with a
concert on Sunday, January 21, in our world-class Moss Arts Center (artscenter.vi.edu)!

Students must be able to fulfill the following requirements if they are accepted:

e The festival begins with registration on Friday, January 19, at 8:00 a.m. and ends on

Sunday, January 21, after your afternoon concert. Students must be present for the entire
event and accompanied by a parent, guardian, or director for the weekend when not
involved with the honor band festivities.

The cost for each student is $90. Talk to your band director about how your school
handles this; each band program will pay for all its students with one check. This fee
will cover all activities for the festival, including:

o An honor band t-shirt

o Group masterclass with a Virginia Tech professor on your instrument

o A student social event on Saturday night with pizza, bowling, and games

o A ticket to the Band-A-Rama concert featuring the VT Wind Ensemble and The

Marching Virginians

Chair Placement Auditions: Following registration, students will audition for seating
placement. These auditions will start on Friday, January 19 at 8:30 am and go until 11:15
am. Please get to campus carly to get your audition completed so you have time to relax
and explore campus a little.
o Audition material is:
= Winds — short sight reading exercise; major scales up to 3 sharps and three
flats and/or chromatic scale
m Percussion
e Snare drum: In addition to sight reading, be prepared to perform
the following rudiments: 5-stroke roll, 9-stroke roll, long buzz roll,
alternating flams, paradiddle, flam taps, flam accents
e Mallets: sight reading and major scales

Your band director is nominating you because they think you represent your band
program well. We look at all the nominations and accept students based on entries turned
in to create balanced instrumentation. Acceptance results will be emailed to directors
around November 15. It is an honor to be nominated so thank your director for thinking

of you. If you are selected and confirm that you are attending after November 15. vou are

Be sure to bring your instrument and all supplies. including reeds, valve oil, mutes, sticks
and mallets, and snare drums. We will provide large percussion equipment.

All rehearsals are held on VT"s campus in Blacksburg and students must attend all
rehearsals, which start at 1:00 PM on Friday and run through Saturday and Sunday. We
will not excuse anyone for extracurricular activitics.

Accommodations and meals are the student’s responsibility and not provided by VT,
except for the student social on Saturday night.
© Fast food restaurants are available in Squires Student Center and right across the
street from Squires Student Center. Many other restaurants are located in the area
and many are within walkable distance from the rehearsal rooms.
o We provide a list of local hotels to make reservations easier. This list can be found
HERE under “hotel options.”

Rehearsal Attire: School clothes are fine for rehearsals.

Concert Attire: Dress for your concert on Sunday at 1:00 PM is your school’s concert
band uniform!

Weather: In case of inclement weather, we will refund half of the cost of the festival to
cach person due to costs of running the event. Shirts will be mailed to each school in the
following weeks, if the event is cancelled. You can get information via Virginia Tech

Held since 1984, the WV Young Writers Contest is supported with

funds provided by the State of West Virginia to Marshall University for

use by the Central West Virginia Writing Project (CC WVWP). The
contest is organized by CWV WP. which ts housed at Marshal!

Who May Participate?

Any student in grades 1-12. Students in private schools within the
county district may participate. Home-schooled students may
participate, subject to the guidelines and supervision by the county

Board Report
January 8, 2024

Panther Creek Elementary is working hard to encourage students to
attend school regularly. At this moment, PCE has a 93.34% attendance
rate. Monica Belmont, our Community In Schools Coordinator, is working
on an attendance incentive for chronically absent students. She will be
working closely with these parents and students to help increase
attendance rates. Monica has contacted the community for gift cards and
incentives to encourage them to attend school.

As our second IXL snapshot has closed, the results are holding steady for
student success! In Math, 14% are above grade level expectations. With
54% being on grade level. We have 14% below grade level and 3% far
below grade level. As for ELA, 22% are above grade level and 40% are on
grade level. PCE has 14% below grade level and 8% far below grade level.
Due to illnesses, several students missed the snapshot window but finsihed
it upon returning to school.

Teachers have begun their STAR testing, and the results are impressive!
Many students have improved their scores from the beginning of the year
assessment. Some of them are scoring in the 80-90% percentile for their
grade level. Finalized results are not ready now due to the window not
closing until January 12th.

January Board Report

Welcome to the new year. We have many exciting events planned for the second
half of the year. I recently spoke with a BOE member who wants to visit. I would like to
welcome any of you to visit any time. Our Christmas program was very well done. Mr.
Mullens and our students worked extremely hard, and we presented a morning program
and afternoon program to allow options for parents and avoid overcrowding. We also had
our second and third grade parent lunch last Thursday and had almost full participation.
We are happy to accommodate parents on these days and staff jump in and make it
possible.

On a negative note, our attendance is down by almost three- and one-half percent
but that is attributed to a wave of illness that is widespread and unavoidable. Our
challenge is making sure parents turn in doctor's notes so those do not show as
unexcused.

We recently rolled out new revamped committees and assignments with every
teacher being on at least one and many serving on two. The Committee breakdown is as
follows. The Leadership Team works with the administration on school level issues and
needs. This includes LSIC, the strategic plan, and other necessary duties. The
Safety/Crisis Committee will improve school processes such as parent engagement
events, safety drills, and crisis planning to ensure safety. They help with threat
assessments and crisis plans. The Student Activities and Fundraising Committee plans
and oversees fundraisers, dates of school wide activities, and suggests school wide field
trip opportunities to administration after consulting with staff. The Staff Development
and Professional Development Committee will communicate with county central office
about needed professional development opportunities and will help develop and track PL
hours. The Academic and Awards Committee will review programs used throughout or in
segments of the school. They will also assist with testing and tracking data. The Grants
and Donations Committee will search for grants that will benefit the school and solicit
donations and community support when needed. They can also help develop and submit
grants,

Attendance:

Current Enrollment: 324 students (Pre-k through 5" grade)
Current Official Attendance Summary Average: 92.993%

o As the school year continues, we plan to identify chronically absent students as

early as possible. Currently the percentage for chronically absent students is
24.232%. The students in this percentage are contacted frequently by the
school social worker. We hope to encourage students by making phone calls
and home visits to inform parents of the importance of attendance. Many
students have been absent this month due to sickness which has been
confirmed by phone calls made by our social worker.

The assistant principal will continue to send out 3-day and 5-day unexcused
letters to parents. This will help remind parents to send in notes to the school to
explain why their student was absent. Letters were not sent home this month
due to extended illnesses. Many parents have called in to inform us of their
student being absent and plan to send in clinician notes when they are well
enough to return.

GRE is going to continue to implement the attendance incentive program. As a
reminder, every Monday of the week a banner and trophy will be passed on to
the classroom/classrooms with the least amount of unexcused absences. In
addition to weekly recognitions, every 9-week period there will be a reward for
students who have zero unexcused absences for the 9-week period. For the first
quarter reward, students with 0 unexcused absences for the 15 9-week period
participated in a dance party at GRE. 91% of students were allowed to
participate in the activity. So far, the majority of students will be able to
participate in the 2"¢ 9 weeks attendance reward.

o We will continue to remind students about CATS in different locations of
the school and on the buses. The concept of CATS has been reinforced
daily by teachers and school personnel throughout the building. Behaviors
on the bus have improved since Mr. Gilson has ridden multiple bus routes
and communicated openly with bus drivers to continue improving behavior
on the buses. We have not had a bus incident since we have been proactive.
Parent communication to make them aware of student behavior has helped
improve the relationship between school! administration, teachers, and
parents. In addition to phone calls and parent meetings, teachers contact
parents daily through Dojo to keep them informed of their student’s
positive and negative behaviors.
