The Nicholas County Board of Education of the County of Nicholas, West Virginia met
in a regular session on Monday, February 19, 2024, beginning at 5:30 p.m. The purpose of the
meeting was to hold the Calendar Hearing for the 2024-25 School Year and conduct routine
business. The meeting was held at the Nicholas County Board Office, 400 Old Main Drive,
Summersville, WV 26651.

Board President, Perrine recessed the regular meeting to discuss the upcoming school
calendar.

Superintendent Beam updated the Board on the 24-25 School Calendar:
e This past weekend, I responded to the calendar comments on our Facebook page. Most of
the negative comments were about starting earlier than people would like, but there were
many comments that liked the calendar in general.
e The adjustments that have been made are these:

a. The February Faculty Senate meeting has been moved to Presidents Day.
Employees will work, but students are off that day.
b. Spring break was moved to the week before Easter rather than the week
after.
& Graduation dates were adjusted so that RHS would be on Wednesday
night before Memorial Day and NCHS on Thursday. That protects the
holiday weekend that many people like to plan for.
The Non-Traditional Day Application is being prepared and will be ready for board
approval sometime in March. If the school calendar and NTID application are approved,
then I will submit it to the state for approval.
Currently, the legislature is considering a bill that would set the school calendar
beginning and ending dates for Labor Day and Memorial Day. If that passes, weeks off
for Thanksgiving and Spring Break will be a thing of the past and Christmas break may
be shortened substantially to ensure 180 days of school. I do not see how the first
semester can end by Christmas if that bill passes since you must have no less than 82
days ina semester. We will see what happens. I know that superintendents are opposed
for that very reason. If the 180-day requirement was lessened, everyone (including
myself) would be happy to start school after Labor Day.

Upon motion by Mr. Roy Moose, seconded by Mr. Phil Berry, the board unanimously
consented to approve the minutes as presented.
Student Representative:
a. Chloe O’Dell, Abby Childers and Chloe Cox ~ RHS
e “Gear-Up has held two FAFSA workshops and has a third scheduled tomorrow.
These workshops have been very successful, helping about 25 families complete
the application. We have also had about 10 more students to receive assistance
individually. We hope tomorrow’s workshop with help even more students.
e The Lumberjack Express will be visited by Congresswoman, Carol Miller
tomorrow at around 10:00. She will be honoring the band for their tree lighting
performance in November at the capitol building. The presentation should brief
due to a tight schedule for the congresswoman.
e The Ladyjacks basketball team will be traveling to Greenbrier West High School
tomorrow evening for sectional play.
e The Lumberjack boys basketball team is playing their last home game this
evening at the Red Gym in Richwood. We want to wish them good luck against
Meadow Bridge.

e Our athletic department is doing a big fundraiser selling discount cards. We
would like to thank all the local businesses that partnered with us for this first-
time fundraiser. Without them, it would not be possible.
e The RHS Chapter of National Honor Society will be holding a blood drive in the
multipurpose room at RHS on March 1*'. We host a blood drive each year and
welcome the public to donate. National Honor Society members are eligible for
scholarship money when 30 or more units of blood are collected yearly. We
welcome everyone to come out and save a life.”
Chloe Cox, WV State Skills USA President updated the board on what SkillsUSA is, and
how being involved has helped her with speaking to large crowds. She explained the
Middle School rotation at the Career and Technical Center and how she would like to
start a SkillsUSA group at the Middle School level.

e This week, I will complete my classroom observations for all elementary schools.
e Katie Elliot — 2" grade math teacher at Gauley River...high level subtraction with three
digits.
e Christina Phillips — 1* grade at Summersville Elementary School...25 students. Fabulous
classroom management while individual instruction is going on.

We are now at the point where we need to decide on the name of the new school being
built at Glade Creek. We feel that the elementary and middle school entrances need a
sign that recognizes each school separately, but one school name needs to be determined.
The name of the PK-8 school will be determined by input that we receive from the
community. The board and I have selected the following names to be considered:
Summersville Academic Center at Glade Creek
Summersville Academic Complex
Summersville Learning Center
Summersville Elementary Middle School

These names will be placed on our Facebook page beginning tomorrow and will remain
there for one week to allow input from the community. We would like to be able to make
a recommendation to the board at the March 4" meeting naming the new school. This is
necessary because our cornerstone is being prepared for a May ceremony and time is
needed to prepare that stone.

NCCTC Board Report
e NCCTC will hold it’s annual Skills USA competition on Thursday, February 15" from 4:00-8:00pm. First place
winners will advance to the state Skills USA competition in March.
e On January 30°, NCCTC hosted the high school math field day competition. The ProStart program provided the
group with a taco lunch. NCCTC’s math field day team won | * place. NCCTC also had the individual math field
day winner, Brayden McPherson. NCCTC also participated in the 9" grade math field day competitions on
January 31°' at PCE. Tevye Frantz placed 1% and William Jarvis placed 4".
e On March 1‘, NCCTC along with the PLTW Gateway classes from SMS, will travel to Charleston for CTE Day
at the Capital. Students from Nicolas County will join CTE students from across the state to talk to legislators,
advocate for CTE, and showcase projects.
e NCCTC will be hosting a series of meetings as part of the Comprehensive Local Needs Assessment (CLNA) as
required by Perkins legislation. The CLNA must be completed every two years and updated annually.

MNE January Board Report
In the Classroom

The month of January started out a little slow with several snow days and delays.
However, teachers made the most of each day that we were present. Fifth grade
participated in a merge cube activity in which they explored dinosaurs, viruses,
babies, planets, and many other objects. They were able to read about and see a 3d
model of different items at the same time. Third graders have begun to have Mrs.
Murphy come in on Tuesdays for a tech Tuesday. She is helping Mrs. Younts design
and implement,lessons that involve a variety of technology resources being used in
the classroom, including Osmos.
Each classroom is consistently using [XL. In our latest diagnostic results in math, one
percent is far below grade level, eight percent are below grade level. Fifty six percent
are at grade level. Thirty three percent are above grade level. Three percent does not
have a current diagnostic level.
In ELA, one percent does not have a current pinpointed level, and one percent is far
below grade level. Ten percent is below grade level. 46 percent is at grade level. 42
percent is above grade level.
Since the week of January 8, the school has an average of 198 of the recommended 30
questions per student per week.
Our 4 week average of 10% usage at home met our 10% goal.
Our 4 week average of 58% teacher engagement exceeded our 50% goal.

Attendance
Students celebrated attendance on the last day of January with some singing! Our
wonderful aide Maura Lawson planned a special musical lesson for approximately 25
students. She brought in different instruments for students to see and taught them
about music notes and solfege. They hen practiced their skills with some songs that
they all sang together.
Our NBA Allstars bulletin board stays up to date with students that meet the
requirements for the month so it’s easy for them to check their progress. Students get
a fresh start at the beginning of each new month. Ournext NBA activity is planned for
February 29.
Our latest monthly attendance report for the 2023 — 2024 shows a drop in percentage
of students absent. Staff believes this is due to a combination of reasons including
recent holiday breaks, snow days, and sickness; Although MNE is above our 90%
threshold, staff is dissatisfied with recent attendance trends and is working diligently
to address the issue.
Monthly Highlights
- Families of students in second and third grade finally got to have their parents join
them for Christmas lunch on January 4. It was rescheduled due to a snow day in
December.
- MNE sent 2 fifth graders and 2 fourth graders to Nicholas County Math Field Day
on January 31. Every single student of ours placed in the top ten! Emma Young from
fifth grade won first place and will be advancing to the regional level.

- Several MNE students participated in the Nicholas County Science Fair on January
4. Three fifth graders will be advancing to regionals later this month!
‘ We held our school spelling bee to choose our top spellers to participate in the
Nicholas County Spelling Bee.
- Our Friday Backpack program has been consistently serving 32 students each week.
Members from Gilgal Methodist Church pack and label the bags and teachers eisburse
them to students at the end:of every week.
- Young Writers winners were chosen from each grade band and submitted to
compete at the county level.

Board Report
Gauley River Elementary would like to thank the Board of Education for your
support. We are currently having a busy February with much going on. Our students
decorated Valentines boxes whichare on display. On Tuesday, February 13", we will host our
pre-school parents fora Valentine Lunch and parent engagement event. We had one student
that placed in Math Field Day.
Our After School Program hosted a parent engagement night that was an enormous
success on Jan.29". Our Afterschool program is one of two in the state that was recognized
for attendance. We have also utilized the vending machine from Save the Children to reward
students for academic and behavioral improvements or achievement.
Monthly Highlights
Attendance:
- Current Enrollment: 324 students (Pre-k through 5th grade)
- Official Attendance Summary Average Beginning of School Year: 94.256%
- Current Official Attendance Summary Average: 92.901%
o As the school year continues, it is noted that an increase in medical related absences
due to influenza and/or other illnesses occurred in January which accounts for the
decrease in the attendance average. We continue to identify chronically absent students as
early as possible. The school social worker has continued to encourage students and
parents by making phone calls, linking to resources and home visits when necessary to
inform parents of the importance of attendance. Parents will also contact their homeroom
teacher to request information regarding absences to ensure unexcused are addressed.
o The principal will continue to send out 3-day and 5-day unexcused letters to parents.
This will help remind parents to send in notes to the school to explain why their student
was absent. At this point, 47 three-day letters and 37 five-day letters have been mailed
home to parents. The report is checked every Monday. GRE currently has 0 students with
10 or more unexcused absences and 17 with 5 days or more but less than 10. Parent
exceeding policy of approved notes continues to be an issue being addressed.
GRE will continue to implement the attendance incentive program. It will be reinstated in
the second half on February. As a reminder, every Monday of the week a banner and
trophy will be passed on to the classroom/classrooms with the least number of unexcused
absences. For the first quarter reward, students with 0 unexcused absences for the Ist 9-
week period participated in a dance party at GRE. 91% of students were allowed to
participate in the activity. Due to secretarial changes in January and February, it has been
difficult to determine classroom winners, and the program was paused. This has been
addressed and the attendance incentive program will resume in the second half of
February. An update will be provided in the next report.

We have implemented an ISS program utilizing 4 teachers who volunteered
their rooms to place students at grade level and to meet required special
education minutes. We will continue to remind students about CATS in
various locations of the school and on the buses. The concept of CATS has
been reinforced daily by teachers and school personnel throughout the
building. Behaviors on the bus have improved since Mr. Gilson has ridden
multiple bus routes and communicated openly with bus drivers to continue
improving behavior on the buses. Parent communication to make them
aware of student behavior has helped improve the relationship between
school administration, teachers, and parents. In addition to phone calls and
parent meetings, teachers contact parents daily through Dojo to keep them
informed of their student’s positive and negative behaviors. We are using
Mrs. Lemon and the Camden liaison to implement classroom lessons on
behaviors we see with high frequency. In addition, the RHS RAZE crew
will be presenting lessons on vaping and tobacco use to our 4" and 5"
grades.

Our PBIS (Positive Behavior Intervention & Supports) team set a February goal to address students in tier 2
and tier 3 (5% of student population that struggle the most with schoo! expectations). These students will be
assigned a “coach”, which is a staff member assigned to provide on-going support for student skill acquisition.
Academics: Winter benchmark tests were completed in STAR. The data indicates significant average
individual student growth, and we are still working hard to meet our target achievement goals. We have a lot
of positive academic programs going on at Zela, and we are excited to present details at our scheduled LSIC
presentation on February 12. )
In preparation for spring testing, we are honing skills for the writing assessment in March, and practicing for
the GSA ELA and Math in May.

Hello February! During this month we will attend our
100th day of school. Also, we have had our five G6 Dates TO Know
traditional snow days. Please remember that any other ,
snow days will be non-traditional and require your
student to complete work provided by their teacher.
Our students will celebrate attending 100 days of
school by having a spirit week, starting Monday, February
5th through February 9th. We look forward to seeing
everyone participate. The spirit week schedule was sent
home already. If you have any questions feel free to call
the school.
The Valentine Dance on the 16th will be held during
school hours, ensuring all students can attend. Students
may dress up if they would like, but it is not required. We
are hoping to have a fantastic time.

WOW! What an accomplishment...Students were recognized and rewarded for having the top
attendance percentage of all elementary schools for all 5 months of the first semester of school. Students
had popcorn for celebrations in the afternoon of Groundhog’s Day, February 2"¢, Parents were
congratulated for their great efforts in ensuring that their child was present at school through a variety of
communications. Their effort as a parent of an elementary student is paramount in building great
attendance habits at an early age that will impact the students’ academic, social, and emotional health long
term. Keep up the great work!
Mount Lookout Elementary students and staff also celebrated the 100" day of school with
activities throughout the classrooms. Many students dressed up as if they were 100 years old and/or had a
collection of 100 things on their clothing. Activities were held to celebrate 100 days in each classroom,
which included but were not exclusive to challenging students to find out what happened on this day in
history 100 years ago, working 100 piece puzzles in small groups, drawing what you will look like in_ 100
years, building structures with 100 mini marshmallows and toothpicks, 100
second games (How many pieces of penne pasta can you pick up with a piece
of spaghetti stick using your mouth in 100 seconds, How many pennies can
you stack with one hand in 100 seconds?), building the number 100 with
Legos, stack 100 cups with a partner, skip counting to 100 graphing activity,
coloring a 100s chart with specific colors for skip counting, writing about
being 100 years old or having $100, building with magnatiles, 100 second
challenges, finding 100 products on a multiplication chart, finding 100
different parts of speech, and using a balance to find items with a mass of 100 grams.
In addition, we are working diligently to teach the students the importance of giving back. Asa
100" day of school challenge, we held a canned/boxed food drive competition between the grades. The 1°
grade class was our winning g group with 403 items. Through this fun challenge, the school was able to

Panther Creek Elementary is working hard to encourage students to
attend school regularly. At this moment, PCE has a 93.25% attendance
rate. Monica Belmont, our Community in Schools Coordinator, is working
on referrals and building relationships with students. She will be working
closely with these identified families to help bridge a stronger relationship
from school to home.
With increased illnesses in the school, several students have dropped
from the arena in IXL. In Math, 15% are above grade level expectations.
With 51% being on grade level. We have 11% below grade level and 5%
far below grade level. As for ELA, 22% are above grade level and 41% are
on grade level. PCE has 12% below grade level and 9% far below grade
level.
While diving deeper into IXL data, we looked at the projection of students
passing the GSA. In third grade, for ELA & Math it shows 71% of students
on-level. In fourth grade, the ELA projection is at 56% and Math is at 64%.
For fifth grade, the ELA projection is at 44%, with Math being 74%. With
the GSA not until May, there is plenty of time to strengthen and hold those
projections.

recognized during RMS vs Fayetteville game on
February 6.

Regional Math Field Day!
A “Lunch and Learn” event was hosted at the
Craigsville Public Library on Monday January 29 to
assist parents/guardians who are interested in the
TutorWV program. The event was coordinated by
RMS CIS Site Coordinator Sommer Dillsworth, RMS
Graduation Coach Dave Henderson, and RMS Social
Worker Liz Bragg. Another Lunch and Learn event
is scheduled for February 13.
Congratulations to Mr. Wes Prior on the birth of his
son!
Congresswoman Carol Miller will be visiting
RMS/RHS on February 20 to present a flag that was
flown over the US Capitol to Band Director Greg
James. The flag was flown over the Capitol during
the Tree Lighting Ceremony in December.
RMS Student Council will sponsor a Valentines Day
Dance on Friday February 16 from 6:00-8:00 in the
school cafeteria.

Due to the many snow days, we have struggled to get many things
accomplished in the last few weeks. Teachers have all completed their
Instructional packets and sent them home with the students. We were able to
hold our school Spelling Bee and 2 students were selected to proceed to the
county Spelling Bee. 5 students participated in the County Math Field Day with
one placing 5" place. We held our attendance reward for the 2™ nine weeks with
53 students meeting the requirements to attend. STAR screening was
administered at the beginning of January.

Itis hard to believe that we are over half-way through the school year. On February 24, we had
our 100" day of school celebration. The classes had multiple activities to celebrate 100 days of learning.
Some of the students and staff also dressed up to celebrate.
The students completed the middle of the year assessments in both IXL and STAR. The teachers
are using the data to create centers and small groups to enhance learning in the areas of need. We are
also working together to create the second semester plan for the students to achieve at a maximum
level.
At the end of January, we had 8 students represent Summersville Elementary at the Nicholas
County Math Field Day. Four of the 8 placed in the top 10. One student placed 2nd and is eligible to
compete in the Regional Math Field Day in March.
Summersville Elementary had two students participate in the Nicholas County Spelling Bee on
February 2°. We were excited to find out that one of our students placed 2"4 in the county spelling bee
and will be moving to the regional spelling bee on March 11".
Finally, the Third, Fourth, and Fifth grade are preparing for the WVGSA writing. The students will
be completing the writing portion during the week of March 4",

February Board Report
Many events and activities have taken place throughout the month. The after-
school program had the opportunity to host an after-school event in collaboration with
Birch River Elementary. It was exciting to see the students working together and
combining ideas from both schools for their projects. They participated in crafts,
movement activities, and Valentine’s Day exchanges. We also had a Valentine’s Day
dance. It was great for students to have a positive experience with classmates and staff.
More than 90% of the school participated. Another celebration for Cherry River
Elementary involved math field day. Waylon Haury is a 4 grade student who placed 4"
at the county math field day. We were extremely proud of his hard work.
Another exciting program that took place was on World Read Aloud day. Amy
and Mark Dinaldo from Vibes Yoga and Sound Therapy in Richwood came in to
participate in an assembly with our students. They read multiple books with movement
and instrumental pieces that gave reading an exciting spin for our students. Students were
able to combine movement with sounding out words and reading the text. We continue to
have multiple read aloud volunteers come into the school to read with students. Grades 2-
3 will have a makeup parent lunch on February 27th since their original date was
canceled due to a snow day. Grades 4-5 are in the process of planning their own parent
lunch. We are excited to welcome our parents into the school and share lunch with their
students.
A professional development opportunity that took place was a data drive with
teachers. Teachers stayed after school to complete and participate in the data drives. This
has helped us see where some weaknesses and strengths are in the classroom and
teaching strategies. Teachers were able to give each other great advice which helped the
improvement process. For the month of February, students who made at least a 30-point
gain or are above a grade level in [XL will participate in popcorn and a movie on the 16%
of February. About 50% of the students will be able to participate in the activity. This is
amazing because 10 points of growth is expected per month. Students who achieved a 30-
point growth grew three months within one. We are in the process of putting together a
school wide [XL wall, so students can visualize their progress. Students are also
rewarded every Tuesday and Friday evening by using the book vending machine. They
are given coins by teachers for excellent behaviors, academic improvements, and meeting
individual goals. Students continue to show excitement when they are selected to pick a
personal book. Each teacher selects 1-3 students depending on the week.

Discipline:
Each grade level will compete each week to see who has the lowest number
of unexcused absences. A trophy will be passed around to the class with the
highest percentage each week. There will also be 9-week rewards for
students who do not have any unexcused absences. For the 34 9 weeks we
are hoping we will be able to take students to the park if the weather
permits. The goal is to increase student attendance and help ensure parents
and students understand how important it is to be at school.

« Improvement Plan and Actions:

Students need to continue to be reminded about CHOP: Can do, Helpful,
On task, Polite. Students need to be prompted by teachers and staff about
the expected behavior. An incentive that can help with this is the CHOP
student of the month. Students are picked monthly for this recognition. This
is a simple task that can remind students about the rules and procedures in
the hallway, classroom, playground, etc. We are going to purchase a poster
maker so we can make posters for CHOP in the gym, cafeteria, bus, etc.
We are going to continue parent communication to make them aware of
student behavior. This helps improve the relationship between school
administration, teachers, and parents. In addition to phone calls and parent
meetings, teachers use Dojo to contact parents about their student’s positive
and negative behaviors.
Next week we plan to start a behavior incentive program. Students that
have not had ISS, OSS, or more than 2 lunch detentions will be able to
participate in the 9 weeks reward. A parent letter will go home to explain
this in depth to make sure they are aware of the program. We are still
discussing what we would like to do for a reward for the 3‘ 9 weeks.

Walkthrough Data:
Administration is just now getting added to start walkthroughs. The educator
evaluation system is not set up yet, so paper copies are being used to complete
observations. Every classroom has been observed this month. 3-5" grade have
been practicing writing often since the WVGSA writing assessment will be the
first week of March. Many teachers are engaged with their students when
completing random observations. They are also using their support effectively in
the classroom. Our teacher coaches are instrumental in improving our teaching
strategies and techniques.

Our PBIS (Positive Behavior Intervention & Supports) team set a February goal to address students in tier 2
and tier 3 (5% of student population that struggle the most with school expectations). These students will be
assigned a “coach”, which is a staff member assigned to provide on-going support for student skill acquisition.
Academics: Winter benchmark tests were completed in STAR. The data indicates significant average
individual student growth, and we are still working hard to meet our target achievement goais. We have a lot
of positive academic programs going on at Zela, and we are excited to present details at our scheduled LSIC
presentation on February 12.
In preparation for spring testing, we are honing skills for the writing assessment in March, and practicing for
the GSA ELA and Math in May.

Hello February! During this month we will attend our
100th day of school. Also, we have had our five
traditional snow days. Please remember that any other
snow days will be non-traditional and require your
student to complete work provided by their teacher.
Our students will celebrate attending 100 days of
school by having a spirit week, starting Monday, February
5th through February 9th. We look forward to seeing
everyone participate. The spirit week schedule was sent
home already. If you have any questions feel free to call
the school.
The Valentine Dance on the 16th will be held during
school hours, ensuring all students can attend. Students
may dress up if they would like, but it is not required. We
are hoping to have a fantastic time.
