The Nicholas County Board of Education of the County of Nicholas, West Virginia met
in a special work session on Monday, December 16, 2024, beginning at 2:00 p.m. The purpose
of the meeting was to conduct routine business. The meeting was held at the Nicholas County
Board Office, 400 Old Main Drive, Summersville, WV 26651.

1. Reconvened Regular Meeting at 4:00 p.m.
2. Approval of the Agenda: no changes.

Upon motion by Mr. Roy Moose, seconded by Mr. Phil Berry, the board unanimously
consented to approve the minutes as presented.

“November Recap: Football playoffs at Wheeling, we lost, 9'" Grade Campus
Tour of Concord University was on Nov. 15", 10" Grade Campus Tour of
Marshall University Bill Noe Flight School was on Nov. 15", Winter Sports
started (boys & girls’ basketball, boys & girls wrestling and basketball cheer).
Sports/Activities in December: Girls Basketball 1-4, next game is Dec. 17" at
home. Boys Basketball 1-1, next game is Dec. 28" at Winter Classic located at the
Armory. NCHS and SMS band concert Dec. 17" at 7 p.m. NCHS choir and
strings concert on Dec. 10", SMS choir concert at 7 p.m. on Dec. 19". Wrestling:
matches at Point Pleasant Dec. 13-14, the next matches will be on Dec. 20-21" at
Beckley Armory.
December At NCHS: NCHS Art classes took a field trip to paint the windows at
DQ. The Army National Guard, Marines, and Air Force spoke to | 1" and 12"
graders, also Chelsea Stickelman from GEARUP spoke. Mrs. Lusk became a
Nationally Board-Certified Teacher. Adrienne Truman achieved her 1000" point
against Phillip Barbour.
December Announcements: (updates) Senior photos for yearbook are due by Jan.
17", FASFA is now open for seniors, the Arts and Craft fair was successful on Dec.
6" & 7", National Honor Society helped with the Christmas Store on Dec. 4",
NCHS is having their annual door decorating contest, judging will be on the 17",
spirit week will be Dec. 16" — 20". (Reminders): Christmas dinner on Dec. 19",
Semester exams Dec. 20", Wednesday are now on FLEX Schedule, Christmas
Break is Dec.23", - Jan. 3". (To-Do): make sure to stay warm and safe during the
holidays and stay updated on NCHS sports while on break.”

“Hello everyone, I’m Adrianna Miller and I’m Lily Wright, we are here
representing Richwood High School to discuss recent and upcoming events.
The boys’ and girls’ basketball teams recently kicked off their seasons. Tonight,
both teams will travel to Highland, VA to take on the Wolves. Tomorrow night,
the boy’s team will be hosting the Meadow Bridge Wildcats at the Red Gym.
Both the girls’ and boys’ basketball teams are also participating in the upcoming
Winter Classic held at the Summersville Armory.

e In addition to basketball, our wrestling team had their first match at Shady Spring
High School. Building on their impressive performance they have an important
match scheduled for this weekend. Our wrestler’s determination and hard work
continue to make us proud.
e Our school band also recently performed their Christmas concert that brought in a
substantial amount of canned food we collected as admission.
e Also, we must acknowledge the success of our “shop with a lumberjack” toy
drive. Our school raised about $2,000. Providing gifts to local children.
e These events highlight our student achievements as well as a strong sense of
community at Richwood High School.
e Thank you for the opportunity to talk about the wonderful events and spirit of our
school.”
5. Superintendent’s Information / Updates:
e “With the decision to allow Birch River and Zela to remain open, I want to continue to
reiterate that the budgetary issues that we face still exist and must be addressed. We will
look at every single vacancy that we get and decide if we can eliminate that position
before posting. We also will be looking at reducing positions that can be reduced, which
may mean larger class sizes or sharing services. We also are looking to reduce the
number of conferences and training courses that we will approve in order to use that
money more wisely. We look very closely at overtime and all overtime requests must be
approved by me before being allowed.
e SBA awards are being made tomorrow for the Needs Project concerning the
improvements to the NCCTC.
e Allen is meeting with his bus drivers on January 3 to discuss using our snow routes on
days that the main roads are clear, and the side roads are bad to lessen the number of days
that we have to close school. He will give the board an update on January 6".”

b. Smile America ~ Desirae Grose: updated the board on the new program for Free
Dental Care through Smile America for all Nicholas County Students. The board
asked for an MOU with the company but gave verbal permission for flyers to be
handed out at the schools.
c. Discussion of using the Richwood Community Center for basketball practice.
Principal, Scott Williams updated the board on the need for an additional practice
facility for RHS and RMS basketball. The Richwood Community Center has a
new floor.
Board Treasurer, Kristen Eakle stated that she would need to contact FEMA
before the board agreed to this, in case FEMA will not reimburse. In that case,
the board would have to pay the $40.00 per hour that is being requested.

Upon Motion by Mr. Roy Moose, seconded by Mr. Phil Berry, the board unanimously
consented to uphold the Superintendent’s recommendations and approved action item (A)
as presented.
b. Discussion with possible action on approving the Smile America Mobile Dental
Program. TABLED.

The month of November was very hectic. With multiple holidays, time
has been prioritized to focus on academic goals.

e Currently, we have 30 students with perfect attendance for
the year.(13.1%).
Discipline:
73 discipline incidents documented in WVEIS.

Basketball Season for both boys and girls is now underway.
Our students participated in the Veterans Day recognition program on November 8 at the St. Luke’s Community
Building hosted by the RHS Student Council. Thank you to Mrs. Gillespie for inviting RMS!

December 9, 2024
Faculty and staff have been very busy over the last few weeks preparing for our Christmas
Around the World event. Each homeroom chose a country to study to learn about holiday
customs and traditions. Students then decorated their rooms and the entire school to
reflect on what they have learned. We opened our doors to the community to showcase
what the students have been working on. We had over 300 people in attendance. We also
invited our community partners to set up information booths. Those in attendance
included:

Our event was WILDLY successful, and we are so proud of everyone’s hard
work and dedication to the success of SMS.
Attendance
e Our attendance rate continues to improve from last year. For the fourth
month, we improved from 91.67% last year to 94.77% for the fourth
month this year.
Academics
e Mrs. Long and Mr. Shaffer’s ELA classes have been in competition to see
who can complete the most skills proficient on iXL. The race has been
tight, and the winners will be announced on December 12.
e Students continue to show steady growth in IXL.

Holiday Assistance
In keeping with our community tradition, Zela Elementary continues to support local
families in need by linking needy families with local churches which provide Christmas
assistance through gifts, clothing, and food. Currently, 38 children in 16 families receive this
holiday assistance with the help of the school. Angel Tree is one such program which provides
some families with Christmas presents and clothing to needy families. Anonymous donors
deliver gifts to the school and parents pick up the gifts. A special thanks goes to our Parent
Engagement Coordinator, Angela Brown, for her work to coordinate our efforts with all those
that are involved.
PBIS goals for December: Parent Engagement continues to be the PBIS target for
improvement. On December 16, parents are holding their first PTO (Parent Teacher
Organization) meeting. With news of the school remaining open, we are hoping this parent
enthusiasm will continue and there will be a good turnout of parents to increase support of
their school for the rest of the school year.
Intervention: Intervention continues for students that struggle academically. Zela has
three interventionists that work a three-day weekly schedule as directed by Title |.
Academics & Testing:
Individual SAT meetings are being held for struggling students as necessary. Updated iXL
data through December is attached at the end of this report, and the data does indicate
growth. Please note that the appearance of the 4" grade iXL data reflects a split-grade class
with only four students in 4" grade and half are those students are autistic with IEPs (One self-
contained in special education environment), therefore times may appear to be misleading
due to the low numbers. When we look at the two individual students in regular education,
growth and time is comparable to other classmates in the 5" grade.

ZELA ELEMENTARY SCHOOL

On December 2nd, the Nicholas County Board of ,
unanimously voted against the closure ofZela and Birch River
ZELA
ELEMENTARY.
Elementary Schools next school year. Many parents and
community members attended the public hearing on November
19th at Zela Elementary. Many of you spoke on behalf of keeping
the school open, and the board of education listened. We are very
proud of your support for ourschool and our community!
Zela Elementary Spelling Bee
We are delighted to announce that our
Zela Elementary Spelling Bee will be
hosted at our school on December 12th at
1:00pm. The spelling bee is for our 4th and
5th grade students. Parents and visitors
are invited to attend. This will be a
traditional spelling bee where students
have the opportunity to stand and spell
words in front of an audience. There are
no plans for a county spelling bee this year,
so the winners will receive school-level
recognition in our January newsletter.

Parents are invited to attend the newly created Zela Elementary
Parent Teacher Organization on December 16th at 6:00pm. The
mission of the new parent teacher organization will be to provide
parents and the community members with an opportunity to support
their school and have input in school decisions. The success of Zela
Elementary school to provide a quality education for our students
depends upon the teamwork between school, parents, and
community members. We invite all parents and community members
to participate.
Please join us on December 16th at 6:00pm in the Zela Cafeteria! No
babysitter, no problem. Bring your kids along and childcare will be
provided. There will also be light refreshments.

DECEMBER RBA REWARD
All students who have not received a Level 2 or
Level 3 violation between now and December 16th
will be eligible for the December RBA Reward. The
reward is a trip to the Nicholas Showplace in
Summersville.
Grades Kindergarten, First, and Second will be
watching Moana 2 and our Third, Fourth, and Fifth
graders will have the choice between Moana 2 or The
Best Christmas Pageant Ever. Each student will
receive a small drink and popcorn. This trip will be
during the morning and our students will return for
lunch.

December 2024 Board Report
Since our last board report, we have had 3 snow days. This will be the 4" snow day
counted this year due to a threat earlier in the year. Students also missed this month due to
Thanksgiving, Election Day, and Veteran’s Day. Due to holidays, snow days, and fall breaks,
students were only in school since the last board report (November 8") 12 days. On the 8th,
veterans came to the school and spoke with our 5th grade classroom to give historical
information and a brief lesson on flag etiquette. The LSIC presented to the board and follow-up
meetings were also conducted. PLC meetings also continue bi-weekly. Our parent teacher
conference was held in November with around 5-6 parents attending per grade level. We did
have multiple parents complete their conferences by phone due to transportation.
We have not had many events or trips since the last report. 4th and 5th grade students
county wide had the opportunity to listen to Jesse Weinberger speak about internet safety. She
also had a session in the evenings for parents at the armory where one of her books was also
available. This is such an important topic since the use of technology for means of
communication, as well as manipulation, is happening. Students must be aware of the potential
hazards and threats present behind their screens. I am thankful that the county provided this
opportunity.
CRE has continued the exploration of Tier I as it gives specific guidelines for the WV
PBIS (Positive Behavioral Interventions and Supports) program. This will ensure the whole
school has the same expectations for students and staff. 85% of students participated in the
behavioral incentive activity. Our CHOP students have been recognized for November at our
CHOP assembly held at PCE. Students with an attendance rate of 95% or above were also
recognized at the CHOP assembly. We have noticed our attendance has dropped for this month.
Many students did not come to school when operating on a 3-hour delay. Some families could
not get students to the bus stop 3 hours later due to work, some did not feel comfortable driving
on the road to the bus stop, and others simply did not come due to the shortened day. Thinking a
3-hour delay is a waste of time and it is not important to attend those school days is a fixed
mindset we need to try and change with some families.

Discipline:
Teachers continue to reach out to parents when students miss multiple days of
school. The school social worker has been making phone calls and home visits to
help encourage and explain the importance of attending school.
Students who have 95% or above attendance rate for the month were recognized
at our November CHOP assembly.
Attendance is something we continue to keep at an elevated level of importance
even though we have moved farther away from most of our students’ homes. It is
decreasing as time is getting closer to the semester break. We will continue to be
vigilant in reaching parents regarding the importance of attendance and how it
affects student success.

A student handbook has been sent to all parents with current “CHOP” (Can Do,
Helpful, On Task, Polite) expectations as well as a behavioral flow chart we have
been following. This has continued and is laid out in our PBIS plan.
Unfortunately, it is only 12 current students who are affecting CRE due to
behavioral concerns. It is this repeated behavior that needs addressed. We have
tried to reach out to parents and attempt to schedule counseling, but we do not
have a counselor as often as we have in the past.
Many students who received OSS had to occur to keep the rest of the students
safe. We are not able to use ISS or other means with preschool students. The other
OSS consequences were instances where students were running from staff,
throwing objects, or hitting other students or staff members. Many of our current
issues stem from students becoming completely defiant after multiple attempts to
redirect them. Our goal is to keep students at school, but | student cannot put the
rest of a classroom in danger and interrupt the learning environment.
We hope to dive further into our “CHOP” expectations with her guidance. This is
a prominent level of concem. If behaviors are not under control, students will not
be able to take in academic information in a learner-centered environment.

Walkthrough/Observation Data:
e Every single classroom is visited daily by Mrs. Sigley to ensure that administrative
presence, communication, and support is given to teachers and students.
e Teachers have been engaged with their students through random observations. A few
classrooms were in beginning proficiency during walk though observations. Our
academic coaches hired throughout the county are actively working with 2 teachers
weekly and | teacher bi-weekly. CRE does not have a Title I teacher or interventionist, so
we are extremely thankful for our academic coach.
e To help new teachers, a few staff members went to observe veteran teachers who have
high proficiency in many areas. I believe giving them support and access to PD is the first
step in gaining knowledge as a teacher. This will hopefully also give them the confidence
to use the resources and knowledge learned. J am extremely grateful for our coaches in
the county that specialize in specific grade levels to model, give advice, and help gain
knowledge.
e Since the walkthrough app is changing, using an official form for walkthroughs has not
been used. Every classroom is observed every day but may not be officially documented
in the app at this point. Official observations documented on the WVDE website will
start this week since teachers and students have had time to adjust to the new space.

Academic
To facilitate continuous improvement, all Gauley River staff members are required
to participate in PLCs (Professional Learning Communities). Research shows that _
staff collaboration has a significant impact on school performance. PLCs are held |
after student dismissal on a rotating schedule with PLC, vertical academic teams
(K-2) and (3-5), and whole group. Committees use academic and behavioral data to
develop needs specific goals. Vertical academic teams analyze WVGSA, STAR, and

highest priority of needs. She then conducts collaborative planning and modeling to assist teachers

Responsible Behavior Academy
Gauley River Elementary students are taught that they are expected to act using the following the skills
represented by the acronym C.A.T.S, Character, Attitude, Time on Task, and Safety. There are specific
behavioral expectations in each area of the school, including the classroom, playground, cafeteria, hallway,
bathroom, and bus. These expectations are posted throughout the school. If a child has difficulty exhibiting
these skills, they may receive a referral for the Responsible Behavior Academy. Level 1 referrals are for
classroom-managed expectations. If a student receives a level 2 RBA referral, they report to the office, and
we schedule a re-teach appointment to work on their skill. We schedule skill reteach sessions during recess
or specials class to minimize any loss of academic instruction. During this time, students will complete think
sheets and discuss more appropriate behaviors. Periodically, all students that did not receive any level 2
referrals are eligible for some type of recognition or reward activity. Each student that receives a level 2
referral may be given the option to “make amends’. A path to make amends is designed, and if the student
fulfills the agreement, then they may regain eligibility back into the end-of-period recognition activity.
Students that receive multiple level 2 referrals for the same expected behavior (C.A.T.S.) in one month may not
be eligible to make amends.
RBA Party
GRE has implemented several PBIS initiatives in the last few months. Due an
unexpected snow day on the Friday before Thanksgiving break, the RBA Party for
November was postponed. Student behavior will be recognized before Christmas
Break.

Office Referrals
GRE has created small visual office referrals for students. Students can receive a referral (Time for
Growth referral) for a level 2 or level 3 referral. This gives the students something to submit when
they are sent to the office. It is also an indicator for the principal to check the online referral for
details. Students can also receive a positive office referral. Students who receive a positive office
referral (The Bright Spot) get to spend some time in the office, help with day-to-day tasks, and
~-have the option to:choose from the prize box. In addition, all students who receive-a positive
office referral for the month will be entered into a drawing for a blue tooth speaker.

PBIS Committee attended the WV PBIS Tier 1 Fall Academy in Flatwoods, WV on September
13th, October 4th and on October 25th.

have been identified as the most prevalent infractions occurring.

We are focused on improving attendance this
school year with the following targeted supports:
Weekly attendance competition between grade levels
Weekly classroom trophies and posters for classroom doors
Individual awards of attendance brag tags given at school assembly for students with a 95%
attendance rate.
Phone contacts and home visits have been made as necessary to support students and their
families in removing barriers that impede attendance.
The LSIC Team recommended a reward that also honors parents. This initiative started at the
end of October. There was a drawing for students/parents with an attendance rate of 95% or
higher. Parents of a one student won a $50 Walmart card, donated by Maloney's Restaurant.
the LSIC Team recommended that two people be awarded in the future. Foodland has donated
a turkey for the holiday season and Walmart has donated a toy for a student drawing. The next
drawing will be done on December 20th, during the Awards Assembly. Mr. Mike Williams will
join us at GRE to do the drawing.

Special Events
Gauley River Elementary has had several special events in the last month. On Thursday,
November 7th our students held a special presentation for our veterans. After the
presentations the veterans were invited to have refreshments in our library. GRE’s Early
Steps Coordinator, Ms. Megan Milam hosts a monthly playgroup for students under five. She
hosts this playgroup every Monday in our Preschool classroom. On Tuesday November 19th,
our TAC and Run Club Leader, Mrs. Jennifer Moul hosted a one mile run for the students in
Run Club. The GRE student body cheered them on from all sides of the school. On Thursday,
November 21st the 2nd grade classroom teachers, Mrs. Lorraine Stasny, Mrs. Heather Neal,
and led their students in making Oobleck for science class, covering the properties of matter
2.1 & 2.2. The 2nd grade teachers along with our TAC, Mrs. Jennifer Moul led the students in
participating in an escape room, using 2nd grade math standards. GRE has recently started
collecting soda can tabs to support the Ronald McDonald House. Pictures from all events

Re: RHS Board Report for Dec 16, 2024 Meeting
Richwood High School participated in the PSAT exam for all 9" and 10" graders at the end
of October and those scores came back mid November. The RHS Leadership team and teachers
have been looking at those scores along with iXL scores to guide student instruction for the
freshman and sophomore classes. For the 11" graders that took the PSAT last year we organized
students into study groups and are working with groups of 11° graders during our 30 minute
advisory period 3 days a week alternating weeks in math and ELA to help prepare juniors for the
SAT in early April.
The first semester for high school students in Nicholas county ends December 20" thi
year. RHS teachers will be finishing up their final units of 1°t semester this week and preparing fo
and administering semester tests the week of December 16-20. Mr. Henderson, RHS’ graduation
coach is working with students, primarily seniors, to try and get students who are currently failing
to passing scores. Senior students who fail graduation requirements will begin credit recovery
during 2" semester to try and recover required credits before graduation.

Positive Grade Level Summaries
PreK - Both classes are working with students on writing their name. We have been focusing on
writing the first letter and we are seeing great success. Earlier this month, we partnered with the
city of Summersville to promote Attendance Matters. Employees from the city volunteered in
our classrooms, they read a book and did an activity to promote good attendance. Parents were
invited to participate as well. We are excited for Christmas and are decorating our rooms, using a
countdown to Christmas as a daily math activity. Ms. Julie’s class had a father/male involvement
activity with great participation.
HeadStart - Both classes ended November with the completion of our “Tree Study”. We also
enjoyed fieldtrips to the Summersville Fire Dept., the Shall We Dance Studio, and the Fresh Start
Markey. Our students also enjoyed a read aloud from Mr. Kiser and from Mrs. Mary Ann Taylor
from the Mayor’s office.
Our students continue to work on learning to recognize and write their name as well as
recognition of letters and numbers. Each day our students work on sharing, caring about each
other's feelings, following routines, making transitions, and so much more.
We look forward to celebrating with special activities and crafts for Christmas and our upcoming
Christmas program. We are also beginning our “Clothing Study”, which teaches about what to
wear in different types of weather and events, and where clothing comes from. Our students are
always eager to learn.
K- Kindergarten is starting to practice for our Christmas program and family engagement with
gingerbread house making. We are also reviewing school rules as we just came back from break
and are getting ready for another one. We are reviewing letters and sounds and starting to sound
out cve words.
1‘ - First grade has been working on spelling words with “mommy e”. In grammar, we are
working on verbs in both present and past tense. We are working on phoneme addition,
segmentation, and substitution. We are continuing to work on increasing oral vocabulary and

sight words weekly. We are still working on confirming predictions and reinforcing concepts of
print before, during, and after, reading.
In math, we just finished our unit on Shapes — both 2D and 3D. Students can define and describe
attributes and features. This week we started working on meanings of addition and how we can
solve addition problems. We have worked with addition previously, however now we will be
working with unknown addends.
2°4 . The 2nd grade classes will be doing their first paint and sip kids edition on December 20
and parents/families are invited to attend. Our students competed against 3rd grade in iXL in
Math and won 2 out of 3 places! We will also be doing Grinch day December 1 8th incorporating
all subjects and making learning fun and engaging!
3" - The third-grade class is currently learning multiplication, area, and perimeter. They have
also begun a novel study on “The Nutcracker” and are excited to attend a live performance of the
play at the Clay Center on December 12th.
4" . 4th grade is finishing “The One and Only Ivan” book study. There will be a few activities
with this as well. We are also focusing on multiplication fluency and multiplying multiple digit
numbers.
5% . 5th grade is finishing up their second novel study of the year. In addition, they will be
completing a project on Christmas ornaments from around the world where they will research
traditions and decorations from several countries. Then, they will be taking a field trip to the
Pottery Place in Beckley to paint their own Christmas ornaments. Throughout December,
students will also be practicing songs for their family Christmas program.

December 2024
On November 14, Mount Lookout Elementary held a family game night in which 100 students,
parents, and staff were present. There were many games led by students and staff. These games included
a math, STEM, and reading focus to extend curriculum and integrate fun with the learning process.
Through this engagement event, students not only had the opportunity to increase their math and stem
skills with their families, but the student leaders developed their communication and public speaking
skills as well as their confidence. Families had fun with such games as, but not exclusive to Combo,
Multiplication and Division Pizza Trail, Price is Right, Area/Perimeter Games, Estimation Station,
Numbers Bingo, Fraction Puzzles, Jenga, Connect 4, Stack the Cups, Hi Ho Cherry-O, Candy Land, and
Chutes and Ladders. Books and math games were given out and awarded as prizes during the evening.
Watching the families work together as well as compete was a great time for all!
What a privilege it was to honor our local veterans on November 12" with a luncheon. We had 21
individuals that are related to and/or connected personally to our students. They had the opportunity to
eat with their select students. Students began the luncheon with leading the Pledge of Allegiance,
followed by a poem entitled “Freedom” being read by the third grade class. In addition, all grade levels
made letters, cards, and/or artwork that were presented to all of our honored guests.

Attendance is being addressed through a school wide program that emphasizes the school,
class, and individual.
= Ataclass level, each day that all students are present for the entire day without
being tardy or signed out early, the students get to color in a letter of the word
attendance. Once the entire word is colored in, the students get to vote on a class
reward.

e First, second, third, fourth, and fifth grades have each accomplished this one
time.

= A competition is being held among the classes. Per month the class with the
highest monthly attendance rate receives a reward.

= At the end of the year, the students with nine days or less to follow the county’s
motto of “Nine Days or Less for School Success,” will receive nine tickets to enter
into the staff member’s jar of their choice for the “Pie in the Face Event.” In
addition, all of these children will get to participate in an ice cream celebration
funded by the administration, staff, and/or business partners.

At Birch River Elementary we currently have 65 students enrolled three of
which are on medical homebound. BRE continues to focus on academic growth
and attendance. In order to build a positive climate and culture that are
conducive to learning, we also focus on family engagements activities,
communication with parents (monthly newsletter) good habits for children,
student praise and recognition, and enjoying school (Glow Notes). BRE looks for
every opportunity to catch students “doing something right.”
Teachers have detailed reports of the IXL scores and the GSA scores for
every student so they can analyze each student’s needs and weaknesses to
compile individualized action plans. Overall, in ELA the 4 and 5 grades need to
focus on grammar and being able to compare and contrast two texts while the 3
grade needs to focus on sentence structure, capitalization, spelling, and writing a
5 paragraph paper. In Math the 4" and 5“ grades need to focus on algebra, data,
statistics and probability. Teachers are encouraged to complete IXL skills to 80%
instead of 100% so that students will be exposed to more skills. Both
interventionists continue to maintain full schedules. | will work with students
who need extra help every Tuesday or Wednesday evening from 2:15/2:30 to
4:30/5:00. On December 4", I worked with 6 students on IXL and homework. On
December 11, I will work with 6 to 12 students on the same. Students can stay
from 4:30 to 5 to eat dinner with the After-School Program, and, if they live in the
areas where the bus travels to take After School children home, they may also
ride the bus. Otherwise, parents must pick them up.

The BRE Strategic Plan Goal #1 is the ELA proficiency rate will be 43%, as
determined by the WVGSA scores (currently at 28%, which is up 10.14% from the
previous year’s 17.86%) and the math proficiency rate will be 43%, as determined
by the WVGSA scores (currently at 28%, which is up 3% from the previous year.)
The last year ELA proficiency was 50% and the Math proficiency was also 54%.
Il am confident that students will continue to progress and grow as areas of
weaknesses have been identified and teachers are tailoring their strategies and
curriculum to meet these needs. Note that the above data collection was after 3
months of school. Intervention, after school program, after school tutoring, and
small groups also impact growth positively.
Our current enrollment is 65: 62 attend, 3 are homebound. Data indicates
that chronic attendance is not an issue at this time. Attendance is checked daily
and the office calls parents to check on why the student is absent and to let them
know we miss them at school. The importance of attendance is addressed daily
at the general assembly of all staff and students. Title 1 conducts activities
monthly for all students regarding attendance. Students with perfect attendance
participate in an accelerated activity while students who miss one day or more
participate in an intervention activity. | proudly announce that BRE has the
highest attendance percentage for the 2", 3", and 4th months of school per the
report generated by the county office (see below).
The BRE Strategic Plan Goal #2 is to increase the percentage of students with
faithful attendance (5 days or less all year) to at least 50% by the end of the
2024-2025 academic year. As of today, December 8, 2024 100% of our students,
k — 5, have missed 5 or less. All students in PK have missed 5 days or less with
exception of one student who has missed over 10 days.
Through December 3, twenty BRE students have perfect attendance for the a
nine weeks.

Teachers handle some discipline in the classroom and the principal handles
incidents sent to the office. Parents are notified to come in to discuss the issues.
Many of these incidents are handled after one or two attempts by the parent,
student, and my intervention to correct it. | also conduct after school social
skills improvement time as needed on Tuesday or Wednesday evenings after
school. We encourage our students at the morning general assembly to be KIND,
respectful, helpful, and positive at all times. During our morning assembly I
announce, with great enthusiasm, GLOW NOTES issued by teachers and me to
recognize students for excellent behavior/progress. Students earn a golden coin
and immediately use it at the book vending machine to get a book. The GLOW
NOTES are popular among the student body. During the 4" month of school
approximately 76 GLOW NOTES were issued. One must take into consideration
our delays and snow days.

Behavior issues rarely merit being entered into WVEIS as most incidents are
minor in nature and usually taken care when the parent is contacted. Faculty,
staff, parents, and children work to keep our school as safe, peaceful, fun, kind,
respectful, and loving ALL the time.
Both are extremely important at BRE. A goal is for students to feel safe, valued,
respected, and motivated to learn. This culture promotes a motivating and
supportive atmosphere where all feel they belong. Our BRE family (community,
parents, grand families, faculty, staff, and children) is truly a family who strives to
support each other. Our network of support helps children thrive academically,
socially, and emotionally.
A copy of the December Newsletter was sent to all parents, board members, and
some who work at the BOE. People are always recognized and/or thanked in our
newsletter and any communication that BRE sends home. Parents are invited to
come to school anytime they have questions or concerns. | am accessible for all
parents by a call to the school, a visit to the school, or a call to my cell phone.

Enrollment and Attendance
21 participants are enrolled. Attendance average is 94.14% with 8 children with perfect
attendance and the lowest rate of 86%.
Incentives
Participants are given tickets for attendance, behavior, and good character. Tickets are placed
in a monthly drawing of prizes purchased by staff members. Isaac Neal won the major prizes
while smaller prizes were given to either others.
Achievement
Participants are provided with 60 minutes of reading, 30 minutes of math/STEM, 30 minutes of
healthy choices of physical and nutritional health. 30 minutes of enrichment is provided daily
that consists of arts, special guest speakers, theme activities, community building, leadership
through assemblies.
According to BOY data:
Reading: 50% are at or above grade level in reading. 50% are on watch or below grade level
1 student is below 9 percentile
Math: The tutor uses Hand2Mind curriculum but is also focusing on some schoo! deficits of
measurement, time and maney. 8 students according to STAR are at or above level, while 8
are below level. The tutor has secured piggy bank donations from First Community Bank.
Every day a child receives a penny for attendance. This change is used to also practice
making change and converting coins.
Virtual Thursday/Parent Engagement
About 50% of students return these activities. Students were given some virtual activities to
complete over Thanksgiving break. These are family oriented activities.

After school began a series of STEM projects through the Flying Classroom curriculum and
distance learning. They will be studying honeybees and farm to table nutrition. These 45
minute sessions occur nearly every Tuesday until April.
4-H Agent Amy Walker comes once a month to assist with a community service project, craft
and STEM activities. This month, they made Thanksgiving placemats for the nursing home
residents; completed a Mayflower boat STEM floating project; and, made a craft with shrink
dinks.
School Alianment
Two regular staff members assisted with activities this month in after school: Vickie Spencer
and Allie. The after school program participated in the Veterans Program by making
decorations. Two after school staff members coordinated the program.
A parent workshop along with Christmas party will be held December 11th. There will be food,
fun activities and ideas for parents to continue learning over Christmas break with some ideas
presented by the staff.

Board Report
December 6, 2024
Panther Creek Elementary currently has a 95.68% attendance rate and an
11.27% chronic absentee rate. Currently, we are calling families and
sending letters home for attendance issues. This seems to be helping hold
families accountable.
XL is still being implemented daily at PCE. Currently, we are tracking IXL
individual! student data to see a 100-point increase within the school year.
Teachers are using data to guide small group instruction to further help |
every student be successful.
Panther Creek Elementary sets high standards for both staff and students.
This greatly helos contro! discipline and behavior issues. Behavior
incentives are offered on both a daily and nine-week basis.

Academic
The NOCTI pre-test has been completed. Teachers are using the competency summary report to identify any deficiencies.
Once deficiencies have been defined, teachers are using AI to generate content practice questions to related to the NOCTI
assessment.
NCCTC has submitted most of the paperwork and pictures to be an approved GED testing center. GED is the new vendor
used by the Option Pathway program. Once approved, we will also be working with Dave Smith, adult education
coordinator in Nicholas County, to test any adults he has in the program.
We held our annual craft fair on Saturday, December 7“. All proceeds made from the fundraiser will help fund the
SkillsUSA chapter in conferences and competitions.
On December 10", we are holding the third blood drive of the year. Community members can sign up online or walk-in to
donate. By holding blood drives throughout the year, the Red Cross will be providing NCCTC with a $500 check to be
used a scholarship.
Behavior
The past month there have been no new discipline issues. We have had four behavior incidents this year. The new dress
code and cell phone policy is still going well. Still no issues.

To date, NCCTC has the following attendance percentages. This month the overall attendance percentage increased from
95.686% to 96.276%.

Student Achievements/Acknowledgements
e On November 19", Mr. Beam and Mrs. Whytsell presented a needs assessment to the SBA for renovations to NCCTC. The
grant asked for approximately $15 million and will be used for a new roof, HVAC, LED lighting, new exterior, safe schools
entrance, and additional classrooms for the Agriculture and JROTC programs. We should know about funding on December

The past few weeks have been bustling with activity as we prepare to close out 2024. While we're looking forward to what's
ahead, we're just as excited about the amazing projects taking place in our classrooms.
Kindergarten students showed their creativity by disguising their turkeys in fun and colorful outfits to “hide” them for Thanksgiving,
Their ideas were both imaginative and delightful! First graders have been working hard on their monthly writing projects, proudly
displaying their pieces in the hallway for everyone to enjoy. Students across all grades have been equally dedicated to their work,
putting in tremendous effort.
Our Thanksgiving dinner with families was a wonderful success, with over 65 guests joining our K/1 students for the celebration. It
was heartwarming to see so many smiling faces indoors while snow fell softly outside. Despite an early dismissal that day, the
event went off without a hitch, thanks to our fantastic cooks and helpers.
As we look ahead, we’re excited to host an in-person Christmas Concert on December 20th. In addition, we're planning atfun art
auction where students will display their creations for "bidding," with even small donations like a quarter being welcome. It’s all
about celebrating creativity and community spirit!
By focusing on Academic Excellence, a Positive School Climate, and Community Engagement, we’re seeing how these priorities
work together to foster a vibrant leaming environment. We're so proud of our students’ hard work and dedication—tt’s truly
inspiring!

Over the past month, we've seen an increase in student illnesses, including cases of strep throat, flu, and other
ailments. However, our percentage of chronically absent students has decreased, as we no longer have the same
students repeatedly missing school. We're proud to see that students are eager to attend, and when they are
absent, it’s clear they genuinely need time to recover.
Discipline
The transition from late November into early December has been excellent. We've had no office discipline referrals,
and students are settling into the school year nicely. Bus drivers have reported improved behavior since we
introduced the good behavior ticket system. Students can submit their tickets for a prize drawing at our monthly
assembly or save up ten tickets to exchange for a token to use in the Book Vending Machine. Lately, many students
have been redeeming tickets for books, which is fantastic—l absolutely love seeing their excitement for reading!

The IXL Beginning of Year Benchmarks were conducted from September 11th to September 20th. Current data is

Walkthroughs are continuing to happen. | enjoy getting to see what the teachers are doing in their classrooms and
seeing the students learning. The kids really take part in the learning process in most grade levels and enjoy being
called on to give the teachers their answers.

RE: School Board Report/December 9, 2024
The 4" and 5" grades went to NCHS to see Jesse Weinberger, Author, on
November 18, 2024. We held our Thanksgiving Lunch on November 20, 2024, and
Kindergarten through 2nd grade parents were invited. The parents also joined
their students before lunch in a math activity. We had 61 parents in attendance.
Accelerated Reader is up and running with 84 students on the AR wall. We had 16
parents in attendance for the reading and lunch activity for 5" grade. Students
are practicing and preparing for the Christmas program. Our program this year is
“Christmas Around the World”. Each class has chosen a country and will be
performing a song in that language and give information about Christmas
traditions in that country. They are also making an ornament for our school tree
that represents their chosen country.

= Average Daily Attendance from Zoom WV as of 12/04/2024:
95.94% with 8 chronically absent (2 are Friends are Fun)
= Working with School Social worker on students with no excuse for
chronic absences.
