Master of Arts in Teaching (MAT) Program Memorandum of Agreement Between Central Washington University And Oak Harbor Public Schools Central Washington University (“CWU”) offers a Master of Arts in Teaching Degree (“MAT Degree”) for initial teacher licensure to students enrolled in its Alternative Routes to Certification Program (“Program”). This Memorandum of Agreement (“MOA”) outlines the agreement between CWU, an approved Washington State institution offering university credit courses through its Curriculum, Supervision, and Educational Leadership (CSEL) Department, and Oak Harbor School District (“School District”). The purpose of this partnership is for CWU and the School District to work together with an emphasis on “grow your own teacher” strategies to address statewide teacher shortages. The Program will be carried out in accordance with Washington Administrative Code (WAC) 181-80. A. General Provisions The parties agree to the following: CWU and the School District agree to implement the Program with candidate instruction beginning early January (Winter quarter), and mid-June (Summer quarter). The Program will offer Routes 2, 3, and 4, as defined in WAC 181- 80-020. The Program will offer a residency certification program with the following endorsement(s): English Language Arts English Language Learner* Health and Fitness Middle Level Humanities Middle Level Math Middle Level Science Social Studies Special Education* Traffic Safety Music: Choral and Instrumental Music: General and Instrumental Music: General and Choral Central Washington University does not offer endorsements in early childhood education through the MAT at this time. * Candidates seeking an endorsement that is asterisked must pair it with a second content area endorsement. The second endorsement cannot be special education, bilingual education, English language learner, or Traffic safety. ** Those seeking an endorsement in biology, chemistry, earth and space science, or physics, must add the general science endorsement. The Program will offer the courses set forth in Appendix A. B. Responsibilities of the parties Specific responsibilities of each of the parties are as follows: CWU will: 1. Identify key faculty member(s) who will work directly with the School District(s) for the Program. Provide School District(s) with promotional brochures and/or presentations to assist with Program recruitment upon request. 3. Schedule Program courses. 4. Provide supervision and facilitate learning activities such as peer observation and feedback. School District will: 1. Identify a key staff member(s) who will serve as a School District liaison to CWU. 2. Provide a description of how the School District intends for the Program to support its workforce development plan. 3. Work with CWU to provide candidates to the Program who are employed by the School District (Routes 2 and 4). 4. Design candidate work plans to provide compensation for clinic and field experience hours wherever possible C. (Routes 2 and 4). Outcomes: In order to accomplish the general objectives of this agreement and meet the associated outcomes, CWU and the School District shall perform the specific duties, as outlined herein. The understanding is that the information may be subject to change based upon the School District’s program needs, agreed upon by both parties. D. Either party may terminate this MOA at any time with at least one (1) year’s written notice to the contact for the other party as set forth in section E hereof. The date of termination does not have to coincide with the term renewal date. The MOA may be modified by written amendment signed by both parties.
