Oak Harbor Street, Oak Harbor, WA 98277 360.279.5000 Call to Order Roll Call Adoption of Agenda Consent Agenda A regular meeting of the Board of Directors was held on Monday, October 14, 2024, in the Administrative Service Center Board Room and was available for live streaming. President Lynn Goebel called the meeting to order at 6:07 p.m. and led the flag salute. Board members Lynn Goebel, Jessica Aws, Nicole Tesch, Sharon Jensen, and Josh MacLean were present. Student board representatives Maggie Litvachuk and Allena Locklear were present. The agenda was adopted by unanimous consent. Director Jensen moved to approve the consent agenda. Director MacLean seconded the motion. The motion passed unanimously. 2.01 Minutes of September 30, 2024 Board Meeting 2.02 Personnel Report of October 14, 2024 Certificated Staff Leave of Absence: Rebecca Miller, Special Education-Resource Room teacher at Oak Harbor Elementary School, effective February 2, 2025 for 12 weeks. Retirements: Susan Briddell, LAP teacher at Oak Harbor Elementary School, effective at the end of the 2024-2025 school year after 33 years of service with the district; Michael Briddell, Science teacher at North Whidbey Middle School, effective at the end of the 2024-2025 school year after 26 years of service with the district; Therese Forster, 1st grade teacher at Crescent Harbor Elementary School, effective at the end of the 2024-2025 school year after 40 years of service with the district. Classified Staff Recommendations for Employment: Shelby Larsen, Food Service Worker at Crescent Harbor Elementary School, effective October 1, 2024; Kimball Morse, Facilities Department Secretary at Facilities effective October 7, 2024. Resignations: Luke Bond, Bus Driver at Transportation, effective October 11, 2024 after three years of service with the district; Olivia Farrell, Bus Monitor at Transportation, effective October 11, 2024 after six months of service with the district. Retirement: Kathy Sharkey, Special Programs Director’s Secretary at Special Programs, effective at the end of the 2024-2025 school year after 21 years of service with the district. 2.03 Payment of September 2024 End-of-Month Warrants. Payment of general fund payroll employee warrants issued September 30, 2024, as follows: General Fund Payroll Employee warrants 275777 through 275782; General Fund Payroll ACH electronic transfer; General Fund Reissued SEBB warrant 275947; General Fund Payroll Vendor warrants 275783 through 275807; all totaling $7,233,532.96. Director of Teaching & Learning Liz Ritz and Teaching & Learning TOSA Patsy Ramirez presented an update on Smarter Balanced assessment interpretation and reporting. Director of Transportation Cathi Gutierrez and Assistant Director Helen Erickson presented an update on the work of the Transportation Department. Director Tesch moved to approve the superintendent goals that were presented as a first reading at the September 30, 2024 board meeting. Vice President Aws seconded the motion. The motion passed unanimously. Director Tesch reported on district and community events. Director MacLean highlighted the upcoming groundbreaking ceremonies and City Council presentation by Superintendent Kuss-Cybula. Student Board Representative Allena Locklear spoke about the swim team and an AVID informational meeting at North Whidbey Middle School. Student Board Representative Maggie Litvachuk shared about an upcoming meeting with the high school ASB and her reading of the draft land acknowledgment at the choir concert. Dr. Michelle Kuss-Cybula recognized Indigenous Peoples Day and shared that the student representatives will be getting student input on the land acknowledgement. Regular meetings are scheduled for Monday, October 28, and Tuesday, November 12, 2024, at 6:00 p.m. in the Administrative Service Center Board Room. Groundbreaking ceremonies for the new school construction projects are taking place on Tuesday, October 22, 2024, at 1:30 p.m. for Crescent Harbor Elementary, and Wednesday, Page 2 of 3 October 23, 2024, at 4:00 p.m. for Hand-in-Hand Early Learning Center/ HomeConnection.
