Recommendation to Approve the Contract between Washougal School District 112-6 and Washougal Association of Educators Rationale: The current Collective Bargaining Agreement between the Washougal School District and Washougal Association of Educators ends on August 31, 2024. The parties began a bargaining process to reach mutual agreement on multiple modifications to the terms and conditions of the contract. Representative teams met in eleven bargaining sessions during the period February 26, 2024 through June 17, 2024 to bargain per the Washington Collective Bargaining laws. A tentative agreement was reached between the parties on June 17, 2024. The agreement is for a one-year period, September 1, 2024 — August 31, 2025. WAE membership ratified the agreement at a meeting on August 22, 2024. Washougal School District Board of Directors approval is required for the contract to become official. Additional Information: Aaron Hansen, Assistant Superintendent, on behalf of the District and Candy Herrera, WEA Uniserv Representative on behalf of WAE chaired the bargaining sessions. The parties engaged in a collaborative and inclusive style of bargaining. Fund Source: General Fund Recommendation: The Board of Directors approves the Collective Bargaining Agreement between the Washougal School District 112-6 and Washougal Association of Educators, September 1, 2024 through August 31, 2025. Board Meeting: August 27,2024 Washougal School District and Washougal Association of Educators Collective Bargaining - February 26, 2024 - June 17, 2024 Summary of Changes in Contract Language This agreement is a 1-year agreement for the 2024-25 school year. The negotiated agreement, which was ratified by the WAE members on August 22, 2024, includes thirty-three modifications to the terms and conditions of the contract. Seven of the modifications include a financial component. This contract reflects a financial increase in salary, additional pay for counselors and psychologists, special education overload, additional support for special education and a cap on Transition to Kindergarten class size. Compensation Details: e WAE employees will receive the following compensation increases: o SY 2024-25: The District commits to the IPD (3.7%) e Specialized Learning Support teachers will receive overload using the same overload process as classroom teachers. e Additional compensation for counselors with large 504 caseloads and psychologist with large caseloads Additional support for special education teachers District to pay the full amount of the Paid Family & Medical Leave tax Transitional to Kindergarten class size capped at 20 with paraeducator support Paid leave while awaiting workers compensation for staff who were injured on the job by a student e One less professional development day paid by the district Here is a table with the agreed-upon changes for the Washougal Association of Educators contract, including the relevant sections: Reopener Clause Removed specific language regarding contract dates.
