Dear BCS Superintendent Matt Riggs,

Please consider recommending board approval for the attached Memorandum of
Understanding between the WV Department of Human Services, Bureau of Behavioral
Health Services and Boone County Schools. The objective of this partnership is to
streamline, unify, and implement with fidelity and integrity Youth Behavioral Health
Threat Assessments in the county. This is a state-wide initiative funded by a five-year
grant; therefore, there is no cost associated or required from BCS. Administrators and
school counselors were given the opportunity to be informed of this prospect and
appear to be supportive of this endeavor.

MEMORANDUM OF UNDERSTANDING

The following Memorandum of Understanding is an agreement regarding implementation of Youth
Behavioral Health Treat Assessment program, funded by the WV Department of Human Services, Bureau
of Behavioral Health Services; to be administered by the Human Resource Development Foundation, Inc.
(HRDF).

The purpose of this Agreement is to establish a cooperative and mutually beneficial partnership between
HRDF and the Boone County Board of Education to develop or join exiting Youth Behavioral Health Threat
Assessment (BHTA) teams that will help provide a uniform process to assess student threats within schools
and ensure students are referred to and receiving the appropriate community-based mental health services
to meet their needs. Students served will be K-12, up to age 21 in public and private schools in West
Virginia.

The Agreement will commence upon date of signature and shall remain in full force until the Agreement is
canceled by one of the parties in accordance with the terms set forth herein, or upon the completion of the
program, whichever should occur first.

Goals of the Youth Behavioral Health Treat Assessment program:

1. Establish or join existing BHTA teams that will work with the schools, WV Fusion Center, law
enforcement, community behavioral health providers, and other key stakeholders to provide a
comprehensive multi-tiered system of support to address students’ needs and the threat assessment
process.

2. Implement a uniform behavioral health threat assessment, using CANS data or other available
assessment data , that will be utilized in the BHTA process.

3. Provide on-going awareness training and technical assistance to schools related to prevention,
trauma-informed practices, cultural sensitivity, warning signs, and available programs and
supports.

Within the limits of available funding and personnel, the above-mentioned partner will support HRDF to
be part of a collaborative group to assist students.

This Agreement represents an understanding of the parties that the agreement is based on the condition
that the HRDF receives funding for the Youth Behavioral Health Treat Assessment program. Any Party
may cancel its participation in this Agreement upon thirty (30) days written notice when the parties’
cancellation is for good cause, i.e. materials, personnel costs, and any other significant factors that
prohibit the parties from collaborating services.
