Employment of Personnel

* Project Description

In order to address our personnel needs, Jackson County Schools is requesting to employ five classroom teachers with Step 7 funds. Because we have
exceeded the limits of the state aid funding formula, it is necessary for us to continue to use Step 7 funds for this purpose.



Maximum Personnel Allocation (50%) $ 532,094.50

. |In the Summary Section please list the position title for each position for which Step 7a funds is being used, the FTE of the employees being employed,
and the total cost for each position.

. If funds are not sufficient to cover the entire amount of employee benefit costs, reduce the FTE of the personnel so that the total costs does not exceed
the 50% limit allowed for the employment of personnel.

. | The budget for this project should be the grand total of Step7a utilized for personnel.
4. |The total amount budgeted for the employment of personnel cannot exceed the 50% limit listed in the allocation schedule for your county.

a. The need for the allocation;

In order to address our personnel needs, Jackson County Schools is requesting to employ five classroom teachers with Step 7 funds. Because we have
exceeded the limits of the state aid funding formula, it is necessary for us to continue to use Step 7 funds for this purpose.

b. Efficiency and fiscal responsibility in staffing;

Jackson County Schools has utilized Step 7 funding of classroom teachers since 1996-97. Jackson County is also fortunate to have received voter approval
of a 100 percent excess levy since 1968, and sixty percent of that excess levy is dedicated to employee benefits and personnel. With a decreasing student
enrollment trend over the past decade, the Board has responsibly decreased positions as necessary to conform to fiscally realistic funding availability.

c. The sharing of the services with adjoining counties in the use of the total county board budget.



Jackson County Schools shares services and resources with Roane County Schools through its’ offerings of courses at the Roane-Jackson Technical
Center. Jackson County participates with other counties in our region with various professional development offerings. Jackson County also shares
services with other counties in the areas of Medicaid billing and bus operator training

Instructional Materials

* Project Description
Funds from this project will be used to provide the instructional materials, equipment, and furniture needed to maintain the implementation of the programs of
study listed in West Virginia State Board Policy 2510 in a high qualify manner.

This project addresses the identified need to:

1) provide classroom teaching supplies, supplemental teaching resources such as library books, Accelerated Reader books, and computer software for each
classroom with the county;

2) provide for the implementation of the county technology plan;

3) provide instructional equipment to effectively implement the required programs of study, as well as provide and maintain furniture, as needed, for each
school;

4) provide for compliance of West Virginia State Board Policy 2340, WV Measures of Academic Progress, in the area of curriculum and school performance;
5) increase student achievement;

6) provide equal educational opportunities to all students, and

7) provide students with knowledge and skills to attain state goals as set forth by the ESEA Flexibility Waiver.

* Project Description
This project addresses the identified need to:

1) provide in-service training for all personnel and to ensure compliance with West Virginia State Board Policy 5500 and West Virginia State law;

2) provide training in research based instructional strategies, 21st century skills, general summative assessment, and content standards in order to improve
professional personnel knowledge and skills to help ensure each student succeeds;

3) maintain compliance with the personnel qualification standards of West Virginia State Board Policy 2322, and

4) provide in-service training for all personnel in the use of technology and it's implementation in all programs of study.

This project provides funds as we transition from traditional textbooks to electronic resources in our classrooms. This project funds continued upgrades to
technology installations and addresses the identified needs to provide learning technological resources for all students including computers and instruction-
related technology for regular education settings.

* Project Description

This project will provide funds for the travel expenses of itinerant teachers and support personnel traveling between schools for the purpose of providing
instruction and other services. Funds will also be provided for expenses of professional educators attending job-related conferences, meetings and seminars.

The project addresses the identified need to:
1) provide teachers and other support personnel with opportunities to improve their knowledge and skills to help ensure that each student succeeds;
2) provide high quality instruction in the required programs of study in West Virginia State Board Policy 2510, and in turn, increase student achievement;
) provide, through the use of itinerant teachers and support personnel, equal educational opportunities to all students in all Jackson County Schools;
) provide training in the area of safe schools, and;
) provide training in the area of computers and other areas of technology.
