Because we have exceeded the limits of the state aid funding formula, it is necessary for us to continue to use Step 7 funds for this purpose. The need for the allocation; In order to address our personnel needs, Jackson County Schools is requesting to employ five classroom teachers with Step 7 funds. Because we have exceeded the limits of the state aid funding formula, it is necessary for us to continue to use Step 7 funds for this purpose. b. Efficiency and fiscal responsibility in staffing; Jackson County Schools has utilized Step 7 funding of classroom teachers since 1996-97. Jackson County is also fortunate to have received voter approval of a 100 percent excess levy since 1968, and sixty percent of that excess levy is dedicated to employee benefits and personnel. With a decreasing student enrollment trend over the past decade, the Board has responsibly decreased positions as necessary to conform to fiscally realistic funding availability. c. The sharing of the services with adjoining counties in the use of the total county board budget. Jackson County Schools shares services and resources with Roane County Schools through its’ offerings of courses at the Roane-Jackson Technical Center. Jackson County participates with other counties in our region with various professional development offerings. This project addresses the identified need to: 1) provide classroom teaching supplies, supplemental teaching resources such as library books, Accelerated Reader books, and computer software for each classroom with the county; 2) provide for the implementation of the county technology plan; 3) provide instructional equipment to effectively implement the required programs of study, as well as provide and maintain furniture, as needed, for each school; 4) provide for compliance of West Virginia State Board Policy 2340, WV Measures of Academic Progress, in the area of curriculum and school performance; 5) increase student achievement; 6) provide equal educational opportunities to all students, and 7) provide students with knowledge and skills to attain state goals as set forth by the ESEA Flexibility Waiver. Funds will also be provided for expenses of professional educators attending job-related conferences, meetings and seminars.
