Special Meeting — Personnel Hearing
Tuesday, April 8, 2025

Minutes

Opening of Meeting

A. Call to Order

B.

The Wood County Board of Education met on Tuesday, April 8, 2025 at the Bailey
Board Room, 1210 13" St., Parkersburg, WV. President Raber called the meeting to
order at 3:30 pm.

Roll Call

The following Board members were present: Justin Raber, Judy Johnson, Ron Tice,
Debbie Hendershot, and Randy Modesitt.

A quorum was established.

2. Regular Agenda

A. General Hearing

Ms. Reed chose to have an open hearing.

Superintendent Willis presented her information for the General Hearing and
witnesses were called:

1“ witness — Kaylee Litman, Finance Director
2™4 witness — Dr. Jason Hughes, Director of Wood County Technical Center

. Personnel Hearing — Katrina Reed

The employee and her representative, Ms. Martin, presented their case to the Board.
Ms. Martin presented her information and witnesses were called:

1*' witness — Katrina Reed, Teacher

2™4 witness — Mike Kimble, Teacher

3™ witness — Beth Carter, Practical Nursing Coordinator

4 witness — Tracy Lott, Options Pathway Teacher

5 witness — Tiona Cottrille, Secretary/Accountant, Wood County Technical Center

Justin Raber moved and it was seconded by Debbie Hendershot to enter Execuctive
Session, per WV Code 6-9A-4, at 4:49 pm.

The motion passed unanimously.

Justin Raber moved and it was seconded by Debbie Hendershot to return to Regular
Session, at 5:09 pm.

The motion passed unanimously.


C. Recommendation of Action for Personnel Hearing — Katrina Reed
Justin Raber moved and it was seconded by Judy Johnson to approve the
Superintendent’s recommendation to terminate the 261-day contract of
Katrina Reed, replacing it with a 200-day contract, and the placement of
employee name upon the list of persons to be considered for transfer for
the 2025-2026 school year.

The motion passed 4-1.
3. Closing of Meeting
A. Executive Session per WV Code 6-9A-4 (if needed)
C. Reconvene in Regular Session

D. Adjournment

President Raber adjourned the meeting at 5:12 pm.
