1120.2.10MANNER OF ADDRESSING THE BOARD AND TIME LIMITS

1. Any citizen may appear and address the board during the Delegations portion of any meeting. Persons who desire to address the
board at a Special Meeting may only discuss the topic(s) that are on the agenda of that meeting.

2. Persons who desire to address the board are encouraged to meet with appropriate school personnel prior to addressing the board.

3. All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purpose of a Special
Meeting as a Delegation must register with the Superintendent no later than fifteen minutes prior to the scheduled commencement
of any regular or special meeting. They may do so at the Superintendents office during regular business hours. The Superintendent
or the Superintendents designee will also be available to accept registrations at the place of the meeting, beginning thirty minutes
before the meeting starts. The following information must be provided to the Superintendent by persons who desire to address the
board: name, address or phone number, a concise statement of the subject to be addressed, a list of Wood County personnel who
have been involved in the matter, and a statement indicating the desired action of the board.

4. All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the
subject to be addressed. A speaker must limit his or her comments to five (5) minutes. If an excessive number of speakers are
present, the President may allocate a total number of minutes for discussion of the particular issue; thus, the number of minutes
granted to individual speakers may be reduced by the President to a number less than five minutes allowance, to provide all persons
wishing to speak with an opportunity to do so. Written materials may be presented in addition to or in lieu of an oral presentation;
speakers must provide ten (10) copies of any written materials presented in this manner.

5. All remarks shall be addressed to the presiding officer and the Board as a body and not to any individual member of the Board or to
anyone in attendance unless permission is granted by the presiding officer. No person other than members of the Board and the
person having the floor shall be permitted to enter into any discussion without the permission of the presiding officer. In appropriate
situations, the board may choose to convene in executive session in conformity with the Open Governmental Meetings Act to hear
commenis from persons who wish to address the board; in those instances, the comments shall be made, if at all, in executive
session.
