We, the Bellingham Public Schools, acknowledge we are residing on the traditional, ancestral and unceded territory of the Lummi People

and Nooksack Tribe.
The Lummi People and Nooksack Tribe are the original inhabitants of Washington's northernmost coast and southern British Columbia.

They lived in villages throughout this territory and continue to have an ongoing relationship with these areas.

Public Content

Those wishing to address the Board must sign up on the sheet provided at the beginning of the meeting. Individuals may address the Board
on agenda items as well as non-agenda items. Speakers will be recognized by the Board president at the time they are to speak.

Each speaker has a maximum of three minutes and may address the board only once per meeting. A speaker may not transfer time to
another speaker or use additional time to speak on someone else's behalf. No more than 30 minutes is allowed for a single subject except
with the consent of the Board. The Board president may interrupt or terminate an individual's statement when it is too lengthy, personally
directed, irrelevant or abusive. The Board as a whole has the final decision on such matters.

Complaints concerning District employees or other individuals may not be addressed orally at the meeting. Such complaints must be signed
and presented to the Board in writing. Executive session may then be granted for a hearing. Questions or concerns about instructional
practices or materials should be directed to the superintendent for appropriate referral.

The board can also receive messages via theListening Post, which delivers the message to all board members and the superintendent
uniformly and simultaneously.

Explanation of Issue:

On January 16, 2025, the school board approved an agreement Prime Consultants, dba Western Solar,
to install solar systems on five schools, including Alderwood, Happy Valley and Sunnyland Elementary
Schools, Shuksan Middle School and Options High School. The cost for these projects will be paid from a
Washington State Department of Commerce grant. This contract amendment adjusts the insurance limit
requirement to match Western Solar's current policies. The original agreement is attached for reference
purposes.

Bellingham School District was awarded a Washington State Department of Commerce grant in the
amount of $328,617.50 to conduct energy audits for Tier 1 public buildings. This will support compliance with
the Clean Building Performance Standard. The funding will be used for all or part of conducting energy
audits on Bellingham and Options High Schools, Fairhaven and Shuksan Middle Schools, and Geneva,
Northern Heights, Silver Beach and Wade King Elementary Schools.

Explanation of Issue:

This interdistrict agreement with the other six public school districts in Whatcom County establishes the
Whatcom County Skills Center to begin operating during the 2026-27 school year. The Whatcom County
Skills Center, which will be located temporarily at 214 West Laurel Road in Bellingham, will provide
education in career and technical education through a wider curriculum offering. The program will move
to a permanent location on the Guide Meridian in Bellingham when funding is provided by the
Washington State Legislature and construction is completed, currently slated for the 2027-2029 biennium.
