James Lopez will be presenting the Service Personnel of the Year to
Harrison County Schools is proud to recognize Ivy Alonso as the recipient of the 2025 Service
Personnel of the Year Award. lvy works at Johnson Elementary School as a classroom aide ina
self-contained special needs classroom. In just three years with the districtand two years in her
current roleshe has made a lasting impact on students, staff, and families.
The committee reviewed a very strong field of candidates who were nominated for service
personnel of the year,” said Assistant Superintendent Jimmy Lopez. "By the end of their review,
Ivy was the clear choice to represent all Harrison County service personnel. Her hard work and
dedication in her job performance has earned her the respect and admiration of her students,
teachers, principals, coworkers, and parents.
Ivy is known for her calm, compassionate approach and her commitment to students with
complex needs. She has completed training in CPR/First Aid, Crisis Prevention Intervention
(CPI), and Stop the Bleed, and she consistently demonstrates reliability, kindness, and a deep
commitment to student growth in her daily work.
Colleagues and families alike describe lvy as someone who goes above and beyond. She
teaches essential life and learning skills with patience and care, helping students feel safe,
supported, and valued. Parents have shared that Ivy plays a vital role in their childs
development and that her presence provides a sense of trust and consistency both in and out of
the classroom.
Everyone at Johnson Elementary School knows and respects Ivy,” said Johnson Elementary
School Principal Heather Holbert. "Despite the challenges of her job, she is a constant source of
positive energy. | truly feel all of us work a little harder as a result of watching her work ethic.
She is absolutely made for her position.
Harrison County Schools congratulates Ivy Alonso on this well-earned honor and thanks her for
the meaningful work she does each day in support of our students and school community.

Harrison County Schools is proud to announce that Mrs. Renee Powell, a fourth-grade teacher
at Big Elm Elementary, has been named the 2025 Harrison County Schools Teacher of the Year!
With 15 years of teaching experience14 of those at Big ElmMrs. Powell is known for creating a
fun, safe, and exciting classroom where all students can learn and grow. Her lessons include
hands-on projects, small group work, and creative ways to use technology. Students feel
encouraged to try their best and support one another.
In addition to her teaching, Mrs. Powell leads several school programs, like the BRAIN after-
school program and the Mystery Reader Program. She also helps write grants to bring new
learning tools, like robots, into the classroom. Teachers across the county look to her for support
and leadership, especially when using new ideas and materials in lessons.
Families appreciate her strong communication and support, and she often attends her students
games and activities outside of school. Her dedication goes beyond the classroom walls.
We're proud to have Renee Powell as part of Harrison County Schools, said Superintendent
Dora Stutler. She exemplifies the heart and the art of teaching every day in her classroom. She
represents Harrison County well as our Teacher of the Year.
Mrs. Powell is a phenomenal classroom teacher and a great role model for all students, added
Julie Mancini, Administrative Assistant for Elementary Schools and Curriculum Development.
As Teacher of the Year, Mrs. Powell will also represent Harrison County as a nominee for the
2025 West Virginia Teacher of the Year.
The entire HCS community celebrates this honor and thanks Mrs. Powell for the joy, care, and
leadership she brings to Harrison County Schools.

POLICY 1204: SCHOOL BOARD MEETINGS AND PROCEDURES PERTAINING TO DELEGATIONS
1204.19 - All persons who desire to address the board at a Regular Meeting or a matter identified within the stated purposes of a Special
Meeting as a Delegation must register with the Superintendent no later thanfifteen minutes prior to the scheduled commencement of
any regular or special meeting.They may do so at the Superintendent's office during regular business hours. The Superintendent or the
Superintendent's designee will also be available to accept registration at the place of the meeting, beginning thirty minutes before the
meeting starts. The following information must be provided to the Superintendent by persons who desire to address the board:
name, address or phone number, a concise statement of the subject to be addressed, a list of Harrison County Personnel who
have been involved in the matter, and a statement indicating the desired action of the board. This information must be provided on the
Harrison County Board of Education Delegation Request Form.
1204.20 - All persons desiring to address the board should be as brief as possible and limit their remarks to their written statement of the
subject to be addressed A speaker must limit his or her comments tofive minutesunless the board, in order to complete its scheduled
business in a reasonable time, adopts an alternate procedure at or for a particular meeting. Written materials may be presented in addition to
or in lieu of an oral presentation; speakers must provide ten (10) copies of any written materials presented in this manner.
1204.21 - All statements from the floor shall be directed to the President. No person may engage in audible discussion with members of the
audience. In appropriate situations, the board may choose to convene in executive session in conformity with the Open Governmental
Meetings Act to hear comments from persons who wish to address the board; in those instances, the comments shall be made, if at all, in
executive session.
1204.22 - If a matter not on the agenda is brought before the board at a meeting, the board shall neither decide nor deliberate toward a
decision on the matter at that meeting. Board members may request additional study of the matter and it may be placed on a future agenda
for board consideration.
Speakers before the Harrison County Board of Education are asked to express themselves in a civil manner at all time, with due respect for
the dignity and privacy of others who may be affected by the content of your comments. This is a public notice that all meetings of this school
board are audio taped and most regular meetings are videotaped to be televised later on Time-Warner Public Access Channel 18.
While it is not the intent of the Harrison County Board of Education to ever stifle public input into our deliberations, all speakers should be
aware that if your public comments made here today violate the rights of any other person, especially under the laws of defamation or
invasion or privacy, you may be held legally and individually responsible. If you are unsure of the factual nature of any claim, comment or
allegation you are about to make, the Harrison County Board of Education strongly encourages you to consult first with your legal counsel.
